  2. Background • October 1999 : IIAC set up a Task Force to review the administration of Internet domain names (ccTLD) in Hong Kong 2

Background • July 2000: Public consultation exercise ended The public support • JUCC transfer the administration function to a new non-profit making and non-statutory corporation • registration of multiple domain names • transfer of domain names • a new second level domain category for individuals • an alternative dispute resolution mechanism 4

  5. Latest Development • December 2000: JUCC set up a provisional board for the new corporation 5

  6. Latest Development • February 2001: JUCC set up the HKDNR to prepare for the transfer 6

  7. Latest Development • June 2001: HKDNR implemented new policies on registering multiple domain names, transfer of domain names, annual fees. HK International Arbitration Centre was appointed to provide arbitration service for domain name disputes 7

Latest Development • June 2001: Preparatory Committee set up to develop the constitution for the new corporation and to work on the preparatory arrangements for the transfer from JUCC • December2001: HK Internet Registration Corporation (HKIRC) was incorporated • January 2002: HKIRC First Board of Directors was formed 8

  9. Latest Development • March 2002:Transfer of shares of HKDNR from JUCC to HKIRC. HKIRC to pay a sum of $10M to JUCC in recognition of JUCC’s contribution and pioneering work. Payable from net profit. Expected to be fully discharged in 6 years. 9

Government Support • To provide a loan of $6.5M to HKIRC as start-up working capital to meet initial cash flow problem. • To provide a grant of $4.2M to enable JUCC to set up the new corporation Interest at BLR. Loan and accrued interest will be repaid commencing from the 3rd year. To be discharged in 7 years. 10

  11. Government Support • To endorse the application of HKIRC to ICANN for redelegation of the domain name administration function from JUCC to HKIRC • To designate HKIRC as the ‘.hk’ domain name administrator through MOU 11

  12. April 2002 to March 2003 • Roll out new services including .name.hk, .info.hk and 中文.hk • Recruitment of CEO • Implement a membership scheme with its board of directors elected from its members 12
