3. OBJECTIVES 1. To prevent the ingress of any Exotic Livestock Diseases into India through importation of livestock & livestock products as per the provisions of Livestock Importation Act (Act No.IX. of 1898) as amended by the Livestock Importation (Amendment) Act, 2001 (5.7. 2001). 2. Implementation of the provision of the Act and Central Government orders and notifications in force on importation and exportation of livestock and livestock Products. 3. To act as defence force against ingress of exotic disease of Veterinary importance by regulating, restricting, prohibiting the import of livestock and livestock Products. • To provide an Internationally accepted certification service for augmenting export and to increase National exchequer. (Pre-shipment Quality control)

5. ECONOMIC IMPORTANCE OF ANIMAL QUARANTINE IMPORT: Saving the huge money, lobour and time required in disease eradication programmes (sometimes eradication not sure) by preventing the entry of exotic diseases. EXPORT: • Increasing the demand of LS/LSP in the international market by increasing/ maintaining the quality. • Increasing the income of the farmers/manufacturers.

6. Zoonotic aspect • 75% -80 % human infectious diseases have animal origin.

7. Bio-Terrorism 80% of pathogens that could potentially be used for bioterrorism are of animal origin

IMPORT-LIVESTOCK PRODUCTSNOTIFICATION-2014 S.O. 2666 (E) DATED 16.10.2014 LIVESTOCK PRODUCTS (LSP) AND IMPORT PROCEDURE • Requirement of advance permit/license-Risk analysis • Designated port: 6 (AIRPORT & SEA PORT) & ICDs • AQCS clearance mandatory for all products irrespective of requirement of permit/license. • No fulfillment by Importer: Immediate power to Deport/Destroy

LIVESTOCK PRODUCTS (LSP) (All Animal origin including marine/aquatic animals) : Meat and meat products of all kinds ,tissue or organs of poultry,pig,sheep,goat : Egg and egg powder : Milk and milk products : Embryos, ova or semen : Pet food products of animal origin : Products of aquatic animals : Feather,wool,hide,bristles etc. : Animal Feed and Feed Supplement/Additive : Any other animal product, which may be specified by the Central Government by notification in the official Gazette.

SAMPLINGGENERAL POINTS • Detail knowledge of the consignment. • Readiness and alertness as per the condition. • Sterile conditions including material. • Collection and packing. • Attestation, labelling and sealing. • Fast Transport under proper condition (perishable items under cold chain generally at 4 degree centigrade.

11. SAMPLINGMATERIAL REQUIRED • KIT-Self protection. • Detail of the consignment. • Sample containers: Clean, dry, leak proof, wide mouth with adequate capacity. • Stainless steel metal cans, disposable plastic bags- preferred. • Screw caps are better than stoppers. • Avoid glass containers.

12. SAMPLINGMATERIAL REQUIRED • Collecting devices: Scissors, knives, can openers, spoons, scoops as per the situation. • Labels/Markers: Water proof. • Insulated containers: For chilled samples. • Sterilizing agents for sterilizing devices, hands etc: 70% Ethanol/other agents

SAMPLINGPROCEDURE • Trained person with all precautions and sterile condition. • Sample should be true representative of the consignment. • Planning of sampling (hazard,quantity, size). • Administrative & economical approach. • Twice the size required for testing. (Minimum 100 gms.) • No addition of any outside material.

SAMPLINGPROCEDURE • Canned item in small can/small bags: Take original unopened. • Big Container: Take samples from various places. • Liquid product: Sample after proper mixing otherwise multiple samples. • Large cartoons with small packages: Select large cartoon randomly and take random small package, at least one from each selected cartoon.

15. SAMPLINGPROCEDURE • Labelling: Very important for identification and to avoid false reporting. (BE no. and other reference nos.) • Reporting: Include name and designation of collector and representatives; date, place& time of collection; No. of packages in the bag/box; nature of samples (powder, liquid, packet etc.); means of transport.

16. SAMPLINGPROCEDURE • Transportation: Very fast within 24 hrs. • Frozen samples: To be kept solid frozen (use double thermocol box and dry ice) • Refrizerated samples: Only refrigeration, no freezing (0-4.4 degree C by using cold packs)- Not more than 36 hrs.

17. SAMPLINGPROCEDURE • Perishable items: 0-4.4 degree C. • Non perishable: Ambient temperature/refrigeration. • Canned /dry items: Avoid temperature above 45 degree C. • Proper packing: No breakage/leakage. • Marking: Dry ice, fragile, refrigerated etc.

19. SAMPLINGMETHOD In case such table not available • Starting from any Carton • Count as 1,2,3….. • Withdraw every ‘r’ Carton (‘r’ is N/n where ‘N’ is total no. of Cartons ‘n’ is no. of Carton to be selected) (minimum sample weight per Carton shall be 100 gms.)

20. SAMPLINGPacking and dispatching of samples • The sample of livestock product should be send immediately to the designated place in secure packing preferably through special messenger. • The samples should be placed in sealed plastic pouches and then wrapped with cotton or paper with sealing by cello tape and than placed in IInd pouch. Must be leak proof. • The sealed samples must be placed in double layer thermocol box/other secure box by maintaining the proper storage condition as per the item. (For perishable items)

21. SAMPLINGPacking and dispatching of samples • Ice gel and dry ice can be used for maintaining the cold chain. Ice gels should be placed on all four sides of the samples with some dry ice in plastic pouch. • The box/pouch should have signature a, name and designation of collector and witness with all related details. • It should be ensured that the box should reach the designated place in less possible time preferably within 24-48 hours.
