  2. Established by the Ministry of the Environment (MOE) and the Manufacturers’ Association of Israel (MAI) in November 2000 and began operation in July 2001. Location: MAI headquarters in Tel-Aviv. CPC’s activities are planned and coordinated by a professional Steering Committee and authorized by a Board of Directors, both are composed of representatives from MOE & MAI. Background:

  3. Accumulation, dissemination and assimilation of information on CP issues & principles. Initiating and carrying out projects concerning CP technologies. Main Objectives:

  4. CPC’s web-site (about 1,500 visitors per month) www.cpc.org.il Publishing CPC’s activities in professional brochures and reports. Presentation at the 2nd International Exhibition for Environment Technologies (Tel – Aviv, December 2002). Workshop at the ICPC: Industrial solid waste minimization (November 2001, November 2002) Promoting CP in the Chemistry industrial sector (April 2003). Dissemination of Information on CP Principals:

  5. Promotion of CP concept in industrial companies through site visits. Influence the MOE to adopt policy priorities to give precedence to CP technologies: Grants to industrial companies for the reduction of Hazardous Waste. A decision was taken, that within the framework of UNEP’s SAP, the MOE will advocate using CP technologies for implementation of the NAP. Assimilation of CP Principles:

Implementation of MOED methodology: Providing and financing consultation services for identifying CP opportunities in industrial companies regarding the following issues: Reduction at source of Solid Waste (a review and diagnosis of 2 industrial companies). Reduction at source of Hazardous Waste (diagnosis of 2 industrial companies). Use of Industrial Residual Heat (a review and diagnosis of 1 industrial company). Assimilation of CP Principles:

  7. Implementation of MOED Methodology – Successful Projects:

  8. Since last NFP meeting (October 2002), the ICPC has decided to promote other approaches relating to CP: Promoting “Green Labeling Program” for production and services in Israel (Eco-design). Promoting accreditations of SME’s to ISO 14001 by granting financial aid (Environmental Management System). Establishing on the web-site “waste exchange lists” so that waste produced by one industrial company can be reused or recycled by another industrial company (Industrial Ecology). Training course on Life Cycle Analysis (planned for 2004) CP Related Strategies:

  9. Unique approach with full cooperation between industry and government . Growing interest and awareness of Israeli industrial companies on environmental issues. Local industrial companies owned by international corporations are more willing to accept CP principles. Strong Points Encountered while introducing CP:

  10.  Fear of disclosure of sensitive information (“Freedom of Information and Public Participation Law”).  Concern regarding transfer of information from the CP consultants to the MOE supervisors.  Lack of experts in CP. Difficulties Encountered while introducing CP:

  11. Insufficient awareness of the economical and environmental potential of CP. Lack of capital for initial investments due to bad economic situation. Difficulties in implementing changes recommended by CPC consultants especially in continuous production lines. Difficulties Encountered while introducing CP:
