  1. September 1st – September 15th The Strategic Division/Military-Strategic Information Section

Defining Trends Judea and Samaria • The number of Palestinian riots, many of which were violent, significantly increased during the period of this report; over 75 major cases were noted, including some instances in which rioters threw explosives at IDF forces, Molotov cocktails, or glass bottles. On 36 occasions Palestinians threw stones at Israeli civilian vehicles, including public buses. • Arms were confiscated by IDF forces on at least 5 occasions, including 3 shotguns, a pistol magazine and 29 bullets. In one case, magazines, ammunition, cargo and gunpowder were found in a suspicious object that looked like a suitcase. • Terrorist attacks continue in the Judea and Samaria. During the period of 1 September – 15 September, there were several attempted assaults on IDF forces. In addition, a total of six IEDs were thrown at or placed on the technical fence. • Palestinian security forces’ operations in the Judea and Samaria continue but their scope and quality must be increased. When necessary, the IDF takes actions to prevent terrorist attacks from being carried out. • During the period of this report there a few incidents of violence perpetrated by Israeli civilians. The IDF is tasked with maintaining the and security in Judea and Samaria and applies the rule of law to all residents in the region

  3. Defining Trends The Gaza Strip Government Policy on allowing goods into the Gaza Strip continues; crossings are now able to absorb over 300 trucks a day. However Hamas continues to act aggressively against Israel. In addition to Hamas’ own terrorist activities, the organization allows various terrorist groups to use the territory under its control to plan and carry out attacks and rocket launches. In the month of August, an intensive barrage of rocket and mortar fire emanating from the Gaza Strip was directed at Israel. In the period of this report rockets continue to be fired albeit at a lower intensity; from 1-15 September, five rockets, including one Grad rocket, and one mortar were launched from the Gaza Strip towards civilian areas in Israel. Meanwhile, Hamas has sustained its efforts to acquire more weaponry through smuggling into the Gaza strip. The IAF acted in response to the rocket and mortar fire with pinpoint attacks targeting a Hamas ammunitions warehouse and a rocket launching site.

  7. Major Events – Judea and Samaria September 1st September 1st- A number of Palestinians rioted and threw stones at Israeli civilian vehicles in the vicinity of the KarmeiTzur community. The vehicle sustained damage. During an initiated activity in the vicinity of the Gidonim community, a suspicious Palestinian was identified approaching an IDF force. The force initiated the suspect engagement procedure and employed non-lethal weapons in order to deter the suspect. The suspect fled the scene. A number of Palestinians rioted and threw stones towards an Israeli civilian bus south of the HarGilo community. The bus sustained damage. A suspect attempted to assault a BGP officer with a knife during an arrest at the Cave of Patriarchs site in the city of Hebron. The suspect was sent for investigation. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle northwest of the AlfeiMenashe community. The vehicle sustained damage. During a mobilized patrol an IDF force confiscated 10 tons of sand at an illegal structure north of the GivatHadagan community.

A number of Palestinians rioted and threw stones and explosives at IDF forces and at the technical fence in the villages of Um Salmona, Na'alin, Bi'lin and Kadum. IDF forces dispersed the riots. An altercation occurred between Israeli civilians and approximately 100 Palestinians north of the Shvut Rachel community. IDF forces dispersed the crowd. A number of Palestinians rioted and threw stones west of the Nili community. IDF forces dispersed the riot.

September 3rd- A number of Palestinians rioted and threw stones at Israeli civilian vehicles southwest of the Bat Ayin community. One Palestinian was lightly injured. A number of Palestinians rioted and threw stones at an IDF force during an arrest in the vicinity of the village of Dora. One IDF vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Yitzhar community. The vehicle sustained damage. A number of Palestinians rioted and threw stones and glass bottles at an IDF mobilized patrol northeast of the Talmoncommunity.

  10. Major Events – Judea and Samaria September 4th – September 5th September 4th- A number of Palestinians attempted to infiltrate into Israeli territory east of the Eshkolot community. An IDF force employed non-lethal weapons in order to deter the suspects. An IDF force discovered an IED south of the Sha'areiTikva community. The IED was detonated by IDF sappers. An IDF force discovered an IED east of the HavatYair community. The IED was detonated by IDF sappers. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the NahalKefira community. The force dispersed the riot. September 5th- The Israel Police demolished three illegal buildings built by Israeli civilians in the Migron community. Approximately 700 Israel Police officers, IDF forces and BGP forces secured the area. Eight Israeli civilians were arrested. A number of Palestinians rioted and threw stones at an IDF force as the force was confiscating stolen goods north of the Vered Jericho community. The force dispersed the riot.

Major Events – Judea and Samaria September 5th cont’d September 5th cont’d- Following the demolition of three illegal structures in the Migadalim community, a number of Israeli civilians rioted, placed burning tires on the road and threw stones at IDF forces and Palestinian vehicles in the vicinity of the ChavatGilad, Yitzhar, Shilo and Migadalim communities. One vehicle sustained damage. A number of Israeli civilians broke into a mosque in the vicinity of the Migdalim community, placed burning tires and spray painted the walls. A number of Israeli civilians rioted, threw stones and burning tires at an IDF force in the vicinity of the Shilo community. Approximately 300 Palestinians rioted in the vicinity of the Bekaot community. IDF forces dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the city of Bethlehem. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the KarmeiTzur community. The vehicle sustained damage.

September 7th- 15 Palestinians rioted, placed burning tires and threw stones at a BGP force in the vicinity of 'Joseph’s Tomb'. The force dispersed the riot.

  13. Major Events – Judea and Samaria September 7th cont’d September 7th cont’d- Two Palestinians attempted to infiltrate into Israeli territory in the vicinity of the Tzofim community. IDF forces initiated the suspect engagement procedure and the suspects fled the area. Approximately 200 Palestinians rioted and attempted to bypass an IDF checkpoint south of the Bekaot community. An IDF force employed non-lethal weapons in order to deter the rioters. Following the incident, approximately 20 Palestinians who had managed to pass the checkpoint arrived at the Tamara junction. The force dispersed the riot. An IDF force arrested five Palestinians, two of whom were Palestinian police officers, in a vehicle in the possession of a full pistol magazine. The magazine was confiscated by the force. The suspects were sent for investigation by the Israel Police. An IDF force arrested four Palestinian suspects in the city of Hebron. During the arrest the force found 11 bullets. The suspects were sent for investigation. September 8th- Approximately 45 Palestinians rioted and threw stones at a BGP force west of the KochavYa'akov community. One BGP soldier was lightly injured.

Three BGP soldiers were lightly injured. September 9th- Three Palestinian suspects vandalized the technical fence northeast of the GivatZe'ev community. A BGP force fired two flares in the air in order to deter the suspects. The suspects fled the area. A number of Israeli civilians threw a burning tire at a Palestinian tent north of the susya community. One Palestinian was lightly injured. The tent sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle west of the Ma'aleMahmesh community. The vehicle sustained damage. Approximately 50 Palestinians rioted and threw stones north of the Hashmonaim community. IDF and BGP forces dispersed the riot. Approximately 60 Palestinians rioted and threw stones east of the Matityahu community. IDF and BGP forces dispersed the riot. One Palestinian was lightly injured.

  16. Major Events – Judea and Samaria September 9th cont’d September 9th cont’d- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the BeitHagai community. The vehicle sustained damage. A number of Israeli civilians entered the village of BirZeith and vandalized a mosque and a university. A number of Israeli civilians rioted and threw stones at a Palestinian civilian vehicle in the vicinity of the Harsina community. Following the incident, Palestinians and Israeli civilians threw stones in an altercation and one Israeli citizen fired warning shots into the air. The Palestinian vehicle sustained damage. Approximately 50 Palestinians and political activists gathered in the vicinity of the Migdal Oz community. An IDF force arrested one Palestinian. The suspect was sent for investigation. A number of Palestinians rioted and started a fire in the city of Hebron. An IDF force dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle east of the KarneiShomroncommunity. One Israeli civilian was lightly injured.

  17. Major Events – Judea and Samaria September 9th cont’d – September 10th September 9th cont’d- Two IDF vehicles and 18 BGP soldiers inadvertentlyentered a Palestinian village north of the Halamish community. A number of Palestinians gathered around the vehicles and threw stones at the force. One IDF vehicle sustained damage. September 10th- A number of Palestinians rioted and threw stones at an IDF force during a mobilized patrol in the vicinity of the Ariel junction. The force dispersed the riot. Anumber of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the AlfeiMenashe community. An IDF force arrested four suspects. A number of Israeli civilians uprooted trees belonging to Palestinians in the vicinity of the Migdalimcommunity. Approximately 30 Palestinians and political activists threw stones and started a fire in the vicinity of the KarmeiTzur community. An IDF force arrested one Palestinian. The suspect was transferred to the Israel Police for investigation. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Ofra community. One Israeli civilian was lightly injured.

  18. Major Events – Judea and Samaria September 11th September 11th- A BGP force demolished an illegal building built by Israeli civilians in the vicinity of the Kedumin community. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the KarmeiTzur community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force during an initiated activity in the vicinity of the village of Beit Omar. One soldier was lightly injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the KarmeiTzur community. The vehicle sustained damage. One Palestinian attempted to stab an IDF soldier during a routine security check at an IDF checkpoint in the vicinity of the city of Bethlehem. The knife was confiscated by the Israel Police. Approximately 25 Palestinians rioted and placed burning tires in the vicinity of the city of Kalandia. BGP forces dispersed the riot.

  19. Major Events – Judea and Samaria September 11th cont’d – September 12th September 11th cont’d- IDF and BGP forces demolished four tents in the Migron community. A number of Israeli civilians rioted, and threw stones and sharp objects at IDF vehicles in order to slash the vehicles' tires. The forces dispersed the riot. September 12th- A BGP force arrested one Palestinian during an initiated activity in the vicinity of the BeitHaArava community. The suspect attempted to resist arrest and the force employed pepper spray in order to detain him. The Palestinian was lightly injured. Israeli civilians uprooted trees belonging to Palestinians in the vicinity of the Migron community. Israeli civilians uprooted 133 trees belonging to Palestinians in the vicinity of the KarmeiTzur community. Following the incident, a number of political activists gathered at the location. An Israeli civilian discovered six IEDs in the Barkan community. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the city of Hebron. The vehicle sustained damage. Two Israeli civilians entered a Palestinian village and set fire to two vehicles south of the Beit El community.

A suspicious suitcase was inspected by a sapper squad in the vicinity of the KiryatSefer community. The object was discovered to contain magazines, ammunition, an explosive charge and gunpowder. The contents of the suitcase was transferred to the Israel Police.

A number of Palestinians rioted and threw stones at a BGP force in the vicinity of the Migron community. The force dispersed the riot. IDF forces discovered two shotguns and nine bullets during an initiated activity northwest of the Susya community. The arms were confiscated by the Israel Police. Approximately 50 Palestinians gathered at an IDF checkpoint in the city of Hebron. A number of Palestinians rioted and threw stones at ISA forces southeast of the AlfeiMenashe community. An IDF force dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the Migdal Oz community. The vehicle sustained damage.

Following the incident, a number of Palestinians rioted and threw stones at the force, which then dispersed the riot. The arms were confiscated by the force. A number of Palestinians rioted and threw stones at an IDF force during an initiated activity in the vicinity of the city of Hebron. The force arrested one suspect. The suspect was sent for investigation.

A number of Palestinians rioted and threw four Molotov Cocktails at an Israeli civilian vehicle in the vicinity of the Ofarim community.

  26. Major Events – Gaza Strip September 2nd – September 6th September 2nd- Two Palestinians were identified adjacent to the technical fence northwest of the Erez Crossing. The suspects were sent for investigation. They were later released to the Gaza Strip territory via Erez Crossing. September 3rd- A Palestinian boat was identified crossing into Israeli territorial waters. A navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and the boat turned around. One Palestinian was identified adjacent to the technical fence northeast of the Erez Crossing. The suspect was sent to investigation. He was later released to the Gaza Strip territory via Erez Crossing. September 5th- One rocket hit in the vicinity of the Nahal Oz Kibbutz. September 6th- The IAF initiated a pinpoint attack targeting a 'Hamas' weapons manufacturing warehouse in the Nuseirat R.C. An IDF force identified three IED's in the vicinity of the Kissufim Crossing. Later, a rocket was launched and landed west of the force.

  27. Major Events – Gaza Strip September 6th cont’d– September 8th September 6th cont’d- The IAF initiated a pinpoint attack targeting a launching site in the vicinity of the town of Little Abasan. One member of the 'Popular Resistance Committees' was killed and two Palestinians were injured. September 7th- A Palestinian boat was identified crossing into Israeli territorial. A navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and the boat turned around. One rocket hit in the vicinity of the town of Kfar Gaza. One 'Qassam' rocket hit south of Kibbutz Be'eri. September 8th- An IDF force identified an IED northeast of Kissufim Crossing. Three Palestinian boats were identified crossing into Israeli territorial waters. A navy patrol vessel approached the boats and initiated the suspect engagement procedure for suspicious vessels. The boats turned around. Shots were fired at an IDF outpost in the vicinity of Erez Crossing. The outpost infrastructure sustained damage.

  28. Major Events – Gaza Strip September 9th – September 11th September 9th- Light arms fire was directed at the NetivHaAsara community, in the vicinity of Erez Crossing, from the MigoreiKitzinimneighborhoodin the city of Gaza. A sweep of the area revealed 30-50 0.5 mm shells. A commercial building and private property sustained damage. Eight Palestinian boats were identified crossing into Israeli territorial waters. A navy patrol vessel approached the boats and initiated the suspect engagement procedure for suspicious vessels. The boats turned around. September 10th- An IDF force identified three suspects that had crossed into Israeli territory in the vicinity of Kissufim Crossing. The suspects were sent for investigation. September 11th- A Palestinian boat was identified crossing into Israeli territorial waters. A navy patrol vessel approached the boats and initiated the suspect engagement procedure for suspicious vessels. Five Palestinians were sent for investigation.
