  3. Management Objectives • Meet or exceed program objectives/targets and deliver on time and within budget • Effective use of human, financial, and physical resources • Meet the terms and conditions of the cooperative agreement/contract • Compliance with ICAP and CU SOPs

  4. Specific Issues from CDs • Pipeline Reports (covered): Any other issue? • Improving effectiveness of the Compliance and Finance teams • To be covered in next session by Mark F and Vero • Communication and Follow up with CDC/PGO: the information flow is confusing. Delays in follow up on procurement. Systems for regular updates and feedback to country offices • Planning challenges in the context of trenched budgets • CDC-requests that are beyond the initial CoAg SOW • Research budgets execution: • More guidance needed. • CDC PI’s involvement in implementing ICAP-supported studies • How to expand small country portfolio (e.g Malawi)? • Management of international local hire: • There is need for orientation.

  5. Planning for tranched budget • Work planning, staffing : • ??adjust to the tranche budget period. • ??Longer than tranche period (FY) • Impact: • Targets achievement • Carryover

  6. Reports and Renewal applications: response to CDC Technical Review • CDC in-country preliminary TR: • Too detailed • Relevance of some comments and mandate on some restrictions (e.g salaries) • How to ensure timeliness?

  7. Program and Research activities • Minimising emergency requests and potential for non compliance • E.g.1. Teams generally do not plan requisitions and procurement and requests are needed by “yesterday” • E.g.2. CDC PIs and their involvement in ICAP-supported studies • Ensuring administrative SOPs are followed: • E.g. recruitment of temp staff, procurement… without delaying implementation: “If you fail to plan, you plan to fail.” -Benjamin Franklin

  8. Joint Financial and Program Planning • Streamlining technical plans/implementation with forecasting and budgets • Activity integration in budget forecast • Unplanned requests from MoH; postponement of planned activities • Tools available • Sample workplan with finance and administration section
