  4. Overview The New Mexico Health Insurance Exchange (NMHIX) was created by legislation in March 2013 and board members appointed in April 2013. Board committees: - Finance, Operations and Benefits - Information Technology - Marketing, Public Relations and Outreach - Native Americans Board meetings are open to the public and meeting announcements, agendas and minutes are posted on the NMHIX website

  5. Stakeholders Advisory committees are also required by NMHIX statute. Listening Sessions • Gather initial input • Collect contact information for continued communication Form Committees • Request nominations for committee membership • Develop committee plan of operation Meet • Set meeting schedules, locations, needs for optimal communication • Share meeting minutes and updates on NMHIX actions; track progress on recommendations

Overview • New Mexico will have a hybrid Exchange in Year 1 • Individual plans accessed through the Federally Facilitated Marketplace • Small businesses in NM will access plans through the NMHIX Marketplace SHOP: Small Business Option Program • Year 2 and beyond both individuals and employers will use the NMHIX Marketplace

  7. Overview Marketing & Outreach • BVK was selected as the marketing vendor for NMHIX. Materials, toolkits and television spots will be available by mid-September • Marketing and Media activities will be a call to enrollment • Outreach and education activities will provide information and drive people to Health Care Guides and Brokers

Overview Outreach partners include: • Association of Commerce and Industry (ACI) (with 67 local chambers) • Albuquerque Hispano Chamber of Commerce • NM Green Chamber of Commerce • University of New Mexico and NMSU • New Mexico Association of Counties • Community Organizations Health Care Guides will provide one-on-one assistance to individuals under the umbrella of three organizations: NM Primary Care Association; Native American Professional Parenting Resources, and UNM Health Sciences Center.

  10. NM Enrollment Estimates • Enrollment in both the individual and SHOP programs is expected to steadily increase through 2018. • Combined enrollment is expected to increase from 80,000 in 2014 to more than 200,000 in 2020.

  11. Plans • Qualified Health Plans, or QHPs are posted on www.nmhealthratereview.com. Click on “Important Links”- QHPs 2014 -Premiums on this site are preliminary and health plans are currently under review. • Metal levels of bronze, silver gold and platinum • All QHPs must include Essential Health Benefits

  12. NMHIX SHOP • September: Brokers set up a profile beginning next week • October: Employers choose a metal level for their employees. • November: Employees choose a Plan Carrier within the metal level. • Golden Enrollment Period

Training & Certification • The NM Office of the Superintendent of Insurance (OSI) is developing the broker training requirements for the SHOP • Training will be on-line • Training for the Federally-facilitated Marketplace (FFM) is available. • On-line training modules- available now • Sign the Privacy & Security Agreement • Obtain an active FFM User ID by completing the identity verification process. https://Marketplace.MedicareLearningNetworkLMS.com
