  4. 1. LOCATION and POPULATION • Located in East Africa(a strategic place for Foreign powers ) • Ethiopia is a country with a population of more than 100 million people. Map of Ethiopia Ethiopian Flag

  5. 2. State Arrangement and Language • The country is made up of a mosaic of people with over 80 different languages and Ethnic Groups • The country has nine regional states and two city administrations. Map of the nine regional states Flags of the regional states

History and Culture • Ethiopia is a very ancient country whosewith rich culture and the with longest history / civilization/ • It is a country in which followers of Christianity and Islamic religions have coexisted for centuries • It is one of the Founding members of league of nation and united nation .

  8. Ethiopia is the Cradle of Mankind Lucy, 3.5 million years old, and the recent discovery Ramides, 4.4 million years old hominid fossil are discovered in the country

  9. 4. stunning natural beauty • Ethiopia's Danakil Depressionis one of the hottest, driest and lowest places on the planet. Geographically, it is part of the African Rift which extends from the African rift lakes of Malawi and Tanganyika, up through the Red Sea and into the Dead Sea of Jordan and Israel.

  10. 5. Home of Natural Resource • Ethiopia is also the original home of the coffee (Arabica). Kaffa , in the south-western highlands where they first blossomed, gave its name to coffee. The formal cultivation and use of coffee as a beverage began early in the 9th century. An Abyssinian goatherd, Kaldi, who lived around AD 850, discovered coffee.

  22. 2. Anti Corruption Efforts In Ethiopia

  23. 2.1Corruption in Ethiopia • Recognized as one of the biggest and Complex challenges in the country • To prevent Corruption and promote ethics ,the FDRE Government Established Ethics and Anti Corruption Commissions at the Federal and Regional Level . • The federal Ethics and Anti Corruption Commission ( FEACC) Established in 2001. • Over the Past 10 years , FEAC has been doing its level best to tackle corruption by launching preventive and curative measures.

  24. 2.2 Mandates of FEACC 1)Expanding Ethics and Anti-Corruption Education • disseminating ethics and anti corruption education through :- • face-to-face encounter • via electronic media • print media ( publication ) • Now focused more on Cultivating Ethical values among children by lunching Children and youth Ethics Embedment strategy

  25. 2) Preventing Corruption and malpractices • Preventing Corruption in Government institutions and Public enterprises ( including the private sector ) through :- • Examining working Procedure and methods of work creating loopholes for Corruption • Emergency corruption prevention studies • Establishing Ethics officers at every institution to promote Institutional integrity and fighting corruption • Implementing Institutional level integrated corruption prevention strategy • Consulting institutions In preventing Corruption

  26. 3) Registration and disclosure of Publics officials assets • Preventing Corruption through :- • Registering the assets of Public officials • ( appointees, electorates and pertinent public servants ) • Verifying the assets of public Officials based on sampling and whistle blowers reports. • Accessing registered assets to the public • Managing Conflict of Interest in public offices based on research and whistleblowers reports

  27. 3) Registration and disclosure of Publics officials assets …. • Asset registration system aims at: • enhancement of transparency and accountability in the conduct of public affairs • Prevention of corruption and impropriety to enhance good governance; • Narrowing the gap between private and public interest to avoid possible conflict of interest; • strengthening the bond and mutual trust between the public and the government . • The Commission is now automating the assets declaration system to enhance its efficiency and effectiveness.

  28. 4) MobilizingPublic and other stakeholder’s participation • Public participation is the pillar of the struggle against corruption in Ethiopia . • It coordinating and mobilizing hundreds of ethics infrastructures which include :- • voluntarily established anti-corruption forums and clubs , • Media • Non Governmental organizations ( NGO ) • civic and professional associations , • Private sector associations among others.

  29. 5) Law enforcement Measures • Until 2016,TheCommission had been responsible for investigating and prosecuting corruption offences in public offices, public enterprises, and public organizations until 2016. • Currently, these mandates are transferred to the Federal Police and to the Attorney General office through Government decisions.

  32. 3.1 Collaboration with Law enforcement agencies • FEAC with working Closely and signed MOU with Different law enforcement agencies and democratic institutions • Regional Anti Corruption Commissions • Attorney General office • Federal Police Commission • Financial Intelligence center ( FIC ) • Auditor General Office

  33. 3.2 Collaboration with international Organizations and Agencies • FEAC also working Closely different international organizations and donor agencies including with :- • World Bank • UNDP • UNODC • DFID /Cost Initiative /

Challenges Of FEAC • The major challenges of the Commission are mainly related with :- • Capacity limitations, • lack of skilled manpower equipped with modern technology • lack of cooperation and Commitment from some organizations • Lack of Experience sharing with Contemporary anti corruption efforts

Areas of Future Cooperation and Intervention • Improving the capacity of FEACC man power through Training on :- • Prevention of Corruption and Money laundering on financial sector • Financial Investigation on private sector • verification of registered assets and financial flows • Management of Conflict of interest in the financial sector / Including Code of Ethics /

  36. Creating a channel of Experience sharing and good practices on :- • Asset registration and disclosure system • Civil societies role in fighting corruption • management of Conflict of interest across organizations
