  4. FRANCES PERKINS Frances Perkins was the first woman to ever hold a cabinet position with the government – and the position she attained was an important one – Secretary of Labor. Not only did she play a large role in the development of the Social Security Act, but also, she was a contributor to the Wagner Act – creating the National Labor Relation Board.

  5. THE WAGNER ACT The Wagner Act made conditions for labor unions much more favorable in the United States. Since unions were advocates for higher wages, safer working conditions, health care, and many other progressive goals, Roosevelt’s administration tended to side with them. The Wagner Act guaranteed the right to collective bargaining and created the NRLB – to mediate disputes between labor and management.
