Synthesis Group 2 : “Pangakovsnagawa” • Need for communication strategy for whole of govt • Communication in terms that “the Boss” understands • Fiscal discipline = “pagtitipid” • Competence among civil service = “pakitanggilas” Group 1: Go PNoy Go Pinoy[Going Forward (& Upward)] • Good governance, Green Growth, Getting peace, God-centered Group 3: “Kahitmakitid, daangmatuwid” • Better quality of life thru basic social services • Comprehensive resettlement, financial empowerment, land tenure, potable water & sanitation, social justice

Synthesis • Need for communication themes, rather than institutional • Public sees gov’t as one (one voice, one message) • In formulating themes, imbue message with sense of history to more effectively elicit emotion • Generate PNoy speeches on excellence • Maximize use of resources (new media, unused P3M load, 30 hrs cable airtime per mo.) • Approach media not only when we need them • Revival of One morning TV program (NBN4+RPN9+IBC13)

Synthesis Next Steps • Generate common themes • Good governance • Social justice • Economic growth (employment) • Public-private partnership • Generate “below the line” strategies • Info roadshow • Invite other housing agencies (HDMF, HGC, HUDCC); Invite PCPSD; monthly meetings • Training for Department Spokespersons
