QUALIFICATION STANDARD FOR THE VET TEACHERS • In 2006 – 2008 were developed QS for the qualifications on the ISCED 3C level only (skilled workers – e.g. cook) • There is relatively little information on professional activities of VET teacher compared to the amount of information on activities of general subjects teachers. • In CR the specialised debate on QS for VET teachers is running for several years, but it is not established yet. • Meanwhile the requirements for VET teachers are specified in the Act No. 563/2004 on Pedagogical Staff

MAIN AREAS OF DISCUSSION • Is the QS for teachers necessary?The answer is yes – standard is fundamental for projection and implementation of initial and further education of teachers, for their evaluation and for functioning career structure, eventually for recognition of learning outcomes • Should there be one roofing standard for all teaching (sub)professions, or should there be a specific standard for each subprofession?For the second option we need to define specific subprofessions, we need response from universities that prepare teachers and response from Accreditation Committee of the Ministry of Education, Youth and Sports

Activities of the Czech TTnet Network Little is known about the VET teacher profession • 3 conferences were held to discuss the qualification standard of VET teachers (initiated by the Act No 179/2006Coll., on the Recognition of Further Education Results • members take part at several EU projects (VOTE ALL, Defining VET professions) • research is carried out about the activities of the teachers at VET schools

Teacher Qualification Standard - Working Proposalof NUOV • Teacher acts in accordance with profession values and ethic code of the school, where he/she is employed. • Teacher updates his/her competences defined in the qualifications standards of profession/professions he prepares his students for, in the range of his own specialisation on expert level. • Teacher alone or in cooperation with colleagues, students and partners prepares for teaching on levels of teaching situations, lessons, subjects and school curriculum. • Teacher creates different teaching situations that support learning of individuals and groups.

Teacher Qualification Standard - Working Proposalof NUOV II • Teacher encourages learning of all students by the use of appropriate and adequate teaching means, tools and aides • Teacher assess attainments of learning objectives by various methods • Teacher reflects his own work in the context of teaching, school, community and society and continuously develops his professional competences. He is active in contribution to professional development of school staff. • Teacher communicates effectively and works for the benefit of the development of his students.

  7. Working group of the Ministry of Education for the development of the QS for teacher profession • In 2008 the Ministry authorised a group of university teachers who teach prospective teachers (from departments of education) to form “qualification standard of teacher” • Czech TTnet group will be invited to elaborate standard for subprofession of VET teachers • The standard is not prepared yet, but the group published “example of possible elaboration of standard of teacher” • Every competence will be defined in four levels

QS for teacher profession Every competence will be defined in four levels • 1st level defines the area of activities (e.g. Teaching and curriculum – planning of curriculum, implementation of the curriculum, evaluation of teaching and outcomes) • 2nd level defines indicators for each area (e.g. Planning of curriculum) • 3rd level defines assessment criteria for each indicator • 4rd level defines assessment tools for each criteria
