SIP – CSF – EBRD SIP Shelter Implementation Plan–> Shelter transformation into a stable and environmentally safe system for many decades CSF Chernobyl Shelter Fund, December 1997 for funding the estimated SIP project cost –> US$ 768 million including 10 million NRA support EBRD European Bank for Reconstruction and Development is managing the CSF –> EBRD estimate as of January 2011:„overall cost including support to the regulatory authorities as well as project and fund management is close to €1.6 billion” SSTC NRS 20 Years for Safety: SIP-LC

SIP-LC • Important element of the SIP concept: • “Strengthening and support to the State Nuclear • Regulatory Authority (SNRA – now SNRIU) in the unique task of the licensing of the SIP” • SIP-LC Western Licensing Consultant: • Since September 1998 • Consortium of RISKAUDIT IRSN/GRS International (with experts of GRS-Germany and IRSN-France) and Scientech (USA) • Assisting the SNRIU to develop the procedures and manage the licensing process • In close co-operation with SSTC Ukrainian technical support organization SSTC NRS 20 Years for Safety: SIP-LC

SIP-LC: Role • Objectives: • Regulatory and expert support • Technical and project management expertise on nuclear and radiation safety • Work methodology: • SSTC and SIP-LC joint support by separately reviewing submittals • SSTC: assessments for compliance with Ukrainian norms and standards • SIP-LC: assessments based on accepted international practice and various national (“international”) bases, focus on significant safety issues • Exchange, discussions of comments and joint conclusions for SNRIU SSTC NRS 20 Years for Safety: SIP-LC

SIP-LC: Key elements • Resident • Presence of LC authorized representatives in Ukraine • Constructive day-to-day coordination/dialogue withSNRIU, SSTC and the licensee (and others) • Participation at technical and consultative meetings • Experts • Review work at home offices (general overview, detailed review) • Participation at important technical meetings • Quarterly Meetings • Information exchange and discussions between SIP-LC, SNRIU and SSTC • Report on past and planning next activities SSTC NRS 20 Years for Safety: SIP-LC

Conclusions • Ongoing licensing support: • Finalization of NSC construction concurrence • Regulatory oversight during construction and commissioning of the NSC • Focus still on safety issues – main aim to reduce the risk of shelter collapse • Large and unique project with some outstanding tasks to be solved (radioactive waste management) • NSC commissioning is an important step of the project, but not the last one (CS-2 infrastructure for deconstruction, Stage 3 deconstruction) • Continuation of work in order to reach a „stable and environmentally safe system for many decades” SSTC NRS 20 Years for Safety: SIP-LC
