THE CITY OF GENOA The big metropolitan area has a population of 859,000 inhabitants circa Genoa is the first Italian port in terms of overall cargo handling and among the first Mediterranean ports of final destination for containerized cargo transport Historic city of contrasts: • squeezed between the sea and mountains • halfway between an industrial past and an hi-tech future • high urban density and stunning green spaces A City Lab: from Columbus 500th Anniversary (1992), through G8 Summit (2001) and European Capital of Culture (2004) to Genova Smart City (2010)

KEY CITY POLICIES: CULTURAL CITY A city of social inclusion: Culture as a tool for social inclusion: museums, libraries, theaters and meeting places as examples of coexistence Genoa city of Mediterranean intercultural dialogue: relevant role of museums in parks A city of the Mediterranean: The the Biennale of the Mediterranean (2010) Genoa is the natural outlet to the sea, physical and cultural to strengthen the dialogue between cultures and religions and to increase the exchange of ideas, goods, technologies A city of science: Culture as a tool for enhancement and expansion of technologically advanced enterprises,Universities, CNR, the IIT, in connection with Digital City Department A creative city: Culture as a tool for land redevelopment and revitalization of degraded city areas. Promoting creativity and innovation is a key driver for urban and local economic development

6. KEY CITY POLICIES: SMART CITY Genoa wants to be a pioneer city in the smart management The Municipality of Genoa joined the Covenant of Mayors. The first step was the preparation of the SEAP - Plan of Action for the Sustainable Energy - which analyzes and measures the state of the art in 2005 and identifies actions that will bring the necessary corrections for environmental protection, such as: A commercial port that can reduce emissions and open up to the public The improvement of freight and people transport by train The sustainable restoration of the old town Support for zero-impact buildings and neighbourhoods Smart grids and local energy production An efficient energy saving public lighting system

7. KEY CITY POLICIES: SAFE CITY Education for citizenship and the rule of law, particularly in schools Prevention throughsocial (i.e. “streetwork education” project) and neighborhoodrehabilitation (i.e. “presidi di legalità”), through the defense of the territory (neighborhood cameras, intelligent system of video surveillance and alarm on public transport; parking sensor system for people with disabilities; fraud management system for the elderly) and through the full and sincere cooperation with the Police Active participation of citizens in their own safety (i.e. definition of a model, unique in Italy, which provides integration between the different actors that overlap and coordinate the management of territorial presence, each with different skills, with different objectives, in areas and territorial different times)

8. Background of eGovernment policy and initiatives ISAAC: ISAAC is a multi-disciplinary project aiming to valorise cultural assets as tourism resources through user-friendly and stakeholder-relevant e-services.Creation of a multimedia web platform aimed at promoting tourism in the territory. Genova Wi-Fi and Winnovate: The service is open to residents, but it is also the first brick to do local marketing to the extent that the "request for enhanced connectivity" is increasingly part of the habits of people who travel for business or pleasure. City Wi-Fi system where people can connect to the Internet for free for two hours according to the rules laid down by the "Free Italia Wi-Fi " to which we adhered. ICity: Involvement of new User-Driven Open Innovation ecosystems in supporting the widest possible creation of public interest services available in urban areas of Smart Cities. Creation of a specific system connecting different city elements (cable networks, Wi-Fi networks, sensors platforms existing in the city) for the automatic acquisition of the parking state in spaces reserved for vehicles equipped with certificate for people with disabilities

9. THE GENOA ARENA VISION Genoa Arenas are developed in two Smart Museum and Park pilots: • Fort Santa Tecla (left picture) • Villa Pallavicini (right picture) Security, safety and quality of life in order to improve livability and accessibility of open urban spaces, including historical and natural heritage; Safe and serendipitous learning by tourists and citizens about material and immaterial heritage of the City of Genoa.

10. THE GENOA ARENA VISION SAFETY & LIVABILITY: • Within the Park, need to organize a space dedicated to urban garden, a path for hiking and mountain biking, and a museum (Fort Santa Tecla Pilot) • Improvement of the historical park conditions (Villa Pallavicini Pilot) • Services for tourists, picnic area… • Information and didactic tools • Event / workshop organization SAFETY & LEARNING: • Interactive maps, including virtual tours (with historic reconstruction) • Wi-fi connection • Environment-friendly video-cameras • E-forums / E-participation / Online community

11. COMMMUNITY CREATION The activity enhancement has proceeded in 3 steps as follows: I – Internal Meetings • Sharing of the Living Lab approach • Definition of pilots II – Stakeholders meetings • Use of Arena Modelling Tools • Definition of “As-Is” Scenario • Living Lab set up III – Co-design workshops • Definition of “Should-Be” Scenario • Full involvment of citizens and groups in specific co-design and on-site activities • Use of online tools, workshops and surveys to enjoy of an active Living Lab

12. MAIN GOALS OF THE GENOA PILOT Fort Santa Tecla Pilot: • Recovery and valorization of the whole area • Redevelopment and promotion of the adjacent territory • Increased safety and cleanliness of the park • Improvement of the usability and enjoyment of the areas thanks to the interventions and to the uptake of the Periphèria’s tools Villa Pallavicini Pilot: • Increased of the related cultural offer • Improvement of the usability and enjoyment of Villa’s space and heritage through Periphèria’s tools

Pilot platform Safe and serendipitous exploration of open urban spaces and learning by tourists and citizens about the material and immaterial cultural heritage of the city Free Wi-Fi access Exploiting the FP6 iTacitus and ISAAC platforms with additional features such as QR code, video vigilance systems, and interactive totems

The aim is to develop an environmental protection system, in terms of hydrological risk, based on the area of Fort Santa Tecla The recent experience of the flooding showed how the traditional system of governance enabled from the city for the management of environmental emergencies must make some adjustments Municipality of Genoa, the first level of contact and accountability to local citizens, must adapt itself to climate change, going to redefine risk and emergency management protocols, in order to consider, then to communicate the true meaning of the alert levels The role of the Municipality as an activator and driving force of solidarity networks (neighbors, owners of safe buildings and facilities, ...), in order to build an informal system of social protection ready to take action if necessary The GENOA pilot’s challenge

It is planned to partner with a permanent local TV to be entrusted with the responsibility of communication during the process of emergency management These sponsor will take an active role: The Police, The Municipality of Genoa, the subsidiaries of the City (AMT AMIU, ASTER), the University of Genoa, the Professional Orders of Architects, Geologists and Engineers, Protezione Civile, local television stations, in particular Primocanale Human resources: citizen and business participation Financial resources: Municipal, Regional and State funds allocated specifically for the flood.Companies willing to allocate funds and equipment to tackle the various phases of the emergency and its effects Genoa pilot challenge launch

19. Future Internet & Smart City vision “A Smart City, in fact, should be able to put every interaction and connection to good use in order to prove the final result, i.e. people’s quality of life” – Marta Vincenzi, Mayor of Genoa, 2010 – Periphèria Smart Cities Network is an opportunity to share and make connections with the experiences of our city on the Smart Cities issues (synergy of Smart projects already undertaken and other networks, with the Association of Genoa Smart City) Communication and information, as well as education are essential: Future Internet will boost the change and lead the path to a more sustainable future

20. IMPACT OF PERIPHÈRIA ON SUSTAINABLE FUTURE FOR GENOA Participating in the Periphèria network means City of Genoa can compare and legitimize new forms and models of active participation of citizens Periphèria is an opportunity for citizens to reclaim the territory through its valorisation The Fort St. Tecla pilot, demonstrating the historical and cultural value of Genoa, is part of the larger project of recovering the city historical fortification system (whose management is scheduled to move from the Italian State to the Municipality of Genoa). Through Periphèria, the enhancement will be implemented in a smart key which will become a recovery model for similar areas
