  2. CDBG Grant • LMI Home-Owner Occupied Housing Rehabilitation Program • Estimated to Assist Ten (10) Homes • Grant Budget • Rehabilitation $617,500 • Temporary Relocation $20,000 • Grant Administration $112,500 (Guardian, County, and Misc)

  3. Housing Assistance Plan • Homeowner (Beneficiaries) and Home Qualifications • Meet LMI Income Limits • Posses Clear Title and Flood Insurance (if in Flood Plain) • Resided in Home for at least 1 Year • Taxes and Utilities are Current • Owners of Rental Property NOT Eligible • Unit must be below Minimum Housing Quality Standards • Maximum Rehabilitation of $80,000

  4. Housing Assistance Plan • Ranking of Beneficiaries • Approved by Citizens Advisory Task Force and City Council • Preference for • Handicapped or Disabled • Elderly • Very Low Income • SHIP Applicants on Waiting List (County Program)

  5. Housing Assistance Plan • Deferred Payment Loan • Ensures Affordability of Home • Zero Percent Interest Loan • Minimum of Ten (10) Years (may be longer)

Housing Assistance Plan • Bidding and Contractors • Local Recruitment • Fair and Open Bidding • Green Requirements • Conflict of Interest • Ensures that no decision makers have conflict of interest with any benefitting from program • Appeal/Complaint Policy • Staff, then CATF, then City Council • Various Other Required Policies

Top-Ranked • No Fees Unless Awarded (costs will be paid out of grant) • November 9th City Council Workshop • November 9th CATF Meeting • November 16th City Council Meeting- Grant Application • November 17th Grant Application Deadline

  8. CATF Recommendations • Deferred Payment Loan of 15 Years, Gradual Forgiveness Years 11-15 • Year 1 – Year 9 = 0% • Year 10 = 50% • Year 11 = 60% • Year 12 = 70% • Year 13 = 80% • Year 14 = 90% • Year 15 = 100% • Recommended Approval of Amended Application and Housing Assistance Plan
