ICPS is a Ukrainian NGO which promotes the introduction of public policy concepts and practices, from the central government down to grassroots levels ICPS is a think tank which conducts independent research and analysis ICPS is a resource centre for grassroots organisations in Ukraine and throughout the FSU What is ICPS? Apart from the government’s interests, the interests of other social groups are not taken into consideration Grassroots organisations and ordinary citizens have no vision or skills to protect their own interests There is a lack of traditions and mechanisms of interaction between different social groups (government, households, businesses) Why has Ukraine not built a civil society yet? The grassroots in Ukraine, as in all countries, should have a good picture of what the government is doing They should know what problems are currently on the government’s agenda The grassroots should influence the government’s focus on problems to be resolved in line with their priorities Ukrainian grassroots should be aware of the consequences and obstacles accompanying the adoption of particular decisions Grassroots involvement is the only way to make advocacy campaigns effective Why should the grassroots influence decision making? Governments are elected by citizens Citizens will only support issues they understand and decisions which respond to their needs Grassroots participation allows the government to be more aware about problems in various communities The quality of services delivered by the government improves The process of decision making becomes more transparent Government, citizens, and businesses become partners in society Local budget funds are economised Why is grassroots participation essential for the government, too?   16. Lack of consensus on key reform issues calls for raising awareness at the grassroots level, using a standard democratic format—policy campaigns.
