Existing rule: WP 20.15 – “The timekeeper recording the possession time shall reset the clock to 30 seconds: c) when the ball is put into play after awarding an corner throw” PROPOSED rule: The timekeeper recording the possession time shall reset the clock to 20 seconds when a) the ball is put into play after awarding a corner throw, b) after a rebound after a shot which does not cause change of possession c) after an exclusion and d) after awarding a Penalty Throw Rule amendment # 1Rule WP 20 — Ordinary fouls (corner throw)

TWPC Discussion notes and comments: • The intent is that, from the start of static play, or a second possession in the same sequence, a team will have a maximum of 20 seconds of possession time left. • If there is a corner throw awarded, the shot clock is reset to 20 seconds. • If there is a rebound and the shooting team retakes possession of the ball, the shot clock is reset to 20 seconds. • If there is a rebound and the defending team takes possession of the ball, the shot clock is set to 30 seconds. • If there are more than 20 seconds on the clock at the time of the shot, the time will be reset to 20 seconds. • If there is an exclusion, the time will be reset to 20 seconds, unless there was more time on the shot clock. • If there is more than 20 seconds on the shot clock at the time of the exclusion, that greater time will remain. • The team is not to lose time as a result of the exclusion, nor is the offending team to benefit from a reduction in possession time. • If there is a double exclusion, the time is not to be reset and the time on the possession clock will remain the same. Existing rule: WP 19.1 – “A free throw shall be taken at the place where the foul occurred” PROPOSED rule: A free throw shall be taken from the location of the ball, except a) if the foul is committed by a defending player within the defender’s 2 metre area, the free throw shall be taken on the 2 metre line opposite to where the foul was committed and b) where otherwise provided for in the Rules. TWPC Discussion notes and comments: • This change is intended to speed up the game by not requiring the return of the ball to the place of the foul. • For any free throw awarded inside 2m., the player must still take the ball out to the 2m. line. • See also the comments under Rules Amendment #8.   12. TWPC Discussion notes and comments: • The player taking the corner throw will not be restricted in taking actions, including shooting. • This also contemplates a change to WP 14.3. Existing rule: There is no current rule for this proposal PROPOSED rule: Time out button to be responsibility of the team, i.e. one of the (three) team officials occupying the team bench will be pressing the time-out button when the coach calls for a time-out Rule amendment # 5Rule WP 12 — time outs

  14. TWPC Discussion notes and comments: • The intent is to remove timeout officials from beside the bench and transfer responsibility to • the team to signal when a timeout is desired. Important : Affects the waterpolo handbook which describes the material that needs to be foreseen during a waterpolo game T-signal with the hand by the coach (or assistant where appropriate) remains. Rule in case of illegal time out remains Jury table directly starts the time out chrono when coach signals the time out. Referee still needs to confirm the Time Out. TWPC Discussion notes and comments: • Both the ball and the free throw have to be outside of 6m. • If the ball is inside 6m., the player cannot shoot. • If the free throw was awarded inside 6m. and the ball is outside, the player cannot shoot. • If the ball and the free throw are both outside 6m., the player can choose to shoot immediately or to visibly put the ball into play. • After the player visibly puts the ball into play, the player can fake and shoot or swim and shoot. • Once the player visibly puts the ball into play, the defender can attack the player with the ball. • Visibly putting the ball into play means that the ball must leave the hand of the player with the ball. Advantage : Speed of the game. Less stoppage. Player taking the free throw becomes immediately a dangerous player More offensive actions Wider range in type of goals scored Advantage to the attack in case of a tactical foul to intentionally break the attack Important : Affects the description of Field of Play (6m line) Referees must have good control of this rule Good communication to clubs is required Putting the ball into play will become very important. Existing rule: WP 14.2 – “A goal may be scored from anywhere within the field play; except that the goal keeper shall not be permitted to go or touch the ball beyond the half distance line” PROPOSED rule: The goal keeper is allowed to move beyond and touch the ball past the half distance line. TWPC Discussion notes and comments: • A goalkeeper can now go past the center line and can shoot the ball from anywhere instead of passing it. • The goalkeeper is also entitled to take a penalty shot or to be one of the players shooting in a shootout. Advantage : More offensive actions Increase in scoring opportunities Can occur in the last attack of the game. Team has a man up when goalie takes part of the attack. Goalkeeper can be on the list of shooters for penalty shoot out Important : This rule does not affect any other rules of goalkeepers and substitutes. A goalkeeper can only be subsitituted by a goalkeeper (Nr 1 and Nr 13 mandatory goalkeepers). When goalkeeper is on the list of shooters for penalty shoot out, he can also be the goalkeeper during the penalty shoot out. When goalkeeper is on the list of shooters for penalty shoot out, he can not be replaced by the substitute goalkeeper as shooter during the penalty shoot out. Existing rule: WP 12.1 – “Each team may request one timeout in each period of play” PROPOSED rule: “Each team may request 2 timeouts during the game at any time, except after the awarding of a penalty throw, by the coach of the team in possession of the ball" Rule amendment # 10Rule WP 12 — time outs

TWPC Discussion notes and comments: • They may be called at any time a team has possession of the ball. • The timeouts can be called in the same period or back to back. • There are no restrictions on when the team may call them, as long as the team has possession of the ball. • A team cannot call a timeout after the awarding of a penalty throw. Advantage : Shorter duration of a game. Can be cost effective for clubs. Teams can choose the moment of their time outs in the complete duration of the game. Less intervals during the game. Important : Rule when calling a time out when not in possession of the ball still remains. Coach will push the signal and will make a T-sign with the arms when calling a time out (see previous amendments). Rule amendment # 10Rule WP 12 — time outs

Existing rule: N/A PROPOSED rule: Inside the 6m. area, when a player is swimming with and/or is holding the ball and is impeded (attacked) from behind during an attempt to shoot, a penalty foul must be awarded. [Note: unless only the ball is touched by the defender] Rule amendment # 11New Rule— Penalty fouls

TWPC Discussion notes and comments: • If an attacking player with the intention to shoot has front position on a defender while moving toward the goal, the defender is not allowed to commit a foul without giving away a potential penalty shot to the attacker. • This is stopping a probable goal and falls within the meaning of WP 22.2. • The only way to defend from behind in this situation is for the defender to make contact only with the ball/hand of the attacking player. • If the defender contacts the arm, back or shoulder, a penalty must be awarded. • This will eliminate the potential decision and call of the referee that the ‘ball was in the hand’ that we saw in the past and which was incorrect in many cases. • The referee should delay the call to see If the player is able to complete the action. • If the player is not able to complete it, the referee must apply the rule. Important : This rule can only be applied when in a probable goal situation, meaning between the goal posts, complete body facing the goal, and 100% goal chance. Exclusion fouls are not called when ball is in the hand Clear understanding from referees and clubs is required. When the referee decides to give the opportunity to the attacker to finish his action, and he misses, the call can not be given with delay because the attacker misses his chance. Advantage : Award the offensive action of the attacker More understandable for specators Will eliminate the violent and physical play to avoid a potential goal even when the attacker has the ball in the hand. Will create more offensive actions on centre forward Rule amendment # 11New Rule— Penalty fouls

  24. Existing rule: WЗ 23.1 - “a penalty throw shall be taken by any player of the team to which it is awarded, except the goalkeeper, from any point on the opponents’ 5 metre line” PROPOSED rule: N/A Rule amendment # 14only to be used for 5m penalty shot placement

TWPC Discussion notes and comments: • Penalty shots will continue to be taken from 5m. • A cone, or similar portable object on the side of the pool, will be used to mark 5m. since the sideline markers will show the 6m. line. TWPC Discussion notes and comments: • When the referee makes the signal, the signal indicates that the player is allowed to shoot. • If there is no signal made by the referee, it means that the player is not allowed to shoot because either the foul or the ball was inside the 6m. area. Advantage : Improves communication between players and referees. Establish the line of acceptance of level of physicality on center position in the first minutes of the game. • Controlling of the game will become much more easy. • Referee has an important tool. Call the exclusions on the center without a ball. • Pushing, grabbing, impeding with arms or body by defender should not be tolerated. • The timing to call exclusion is a very crucial factor • Whistle immediately and not after 10-15 min of grabbing or impeding • We need to eliminate the use of arms and body by the defender in order to gain positional advantage Physicality on the center position

The amendments on the rules wants to enforce more offensive actions, shots and goals per game. • Therefore very important to protect the players who wants to make those actions. • To hold an opponent not in possession of the ball, to prevent free movement is IMPEDING and has to be punished. • More attention is required on the swimming actions in the perimeter and the transition in contra attack situations • In the perimeter every time a referee observes holding by a defender to his opponent before ball arrives, an exclusion foul should be considered • Impeding with the stretched arm to prevent driver from moving forward has to be called all the time • This also happens very frequently while the Centre Forward is swimming to take position in front of the goal and has to be punished. Impeding on the perimeter and contra attack
