What is BRAC? • Base Realignment and Closure, or, BRAC is a process of the United States Government directed at the administration and operation of the Armed Forces. • BRAC is used to close excess military installations and realign the total asset inventory in order to save money on operations and maintenance. • BRAC rounds occur periodically. The latest round was in 2005. The Mayor's BRACtion Plan for Baltimore City--DRAFT for Public Comment

How did Maryland Benefit from the 2005 BRAC Commission Recommendations? • Maryland was the single largest winner of the 2005 BRAC round, gaining a net realignment of 9,293 DoD jobs. • The two bases slated to receive the largest number of DoD jobs from BRAC are Fort Meade and Aberdeen Proving Ground. • Since the 2005 recommendations, the estimated numbers of jobs directly and indirectly related to BRAC has climbed. Workforce Development: Overview Focus Areas Include: • Reaching Out to the Business Community • Connecting BRAC Spouses to Area Job Opportunities • Preparing the Existing Workforce and the School-Age Population for BRAC jobs • Partnering with Institutes of Higher Learning • Participating in Regional Workforce Development Efforts The Mayor's BRACtion Plan for Baltimore City--DRAFT for Public Comment

Workforce Development: Select Strategies • Develop a Short and Long Term Communication and Marketing Plan that will expand the number of skilled job candidates for BRAC related employment • Utilize the Baltimore Workforce Investment Board to Coordinate Local and Regional Workforce Development Efforts • Create an Outreach, Recruitment, and Referral Arm from Baltimore City’s Colleges, universities, professional schools and companies to regional training programs and employment opportunities The Mayor's BRACtion Plan for Baltimore City--DRAFT for Public Comment

M/WBE Contracting Opportunities: Select Strategies • Create a monthly BRAC MBE Stat report • Conduct specific Procurement and Outreach Fair for M/WBE firms as it relates to BRAC contracts • Explore the possibility of creating a Reciprocity Certification Process for firms certified with the City of Baltimore, the State’s MDOT certification and the Federal SBD certification or DOD requirements for DISA The Mayor's BRACtion Plan for Baltimore City--DRAFT for Public Comment

Business Attraction: Select Strategies • Work with the Chesapeake Science and Security Corridor (CSSC), the Economic Alliance of Greater Baltimore (EAGB) and the Fort Meade Regional Alliance (FMRA) to reach out to key site location consultants involved with BRAC contractors • Survey military contractors to determine what information would be helpful for relocation (commercial real-estate sites, housing information, entertainment and recreational information, etc) • Work with the Maryland Small Business Resource Center to hold BRAC small business information conferences • Work with the Department of Defense’s Contractor Liaisons to determine ways to get information to local businesses The Mayor's BRACtion Plan for Baltimore City--DRAFT for Public Comment

  15.
