National LevelIsrael SII shall be a national and international known professional organization involved in standards development, conformity testing and certification services for HS related produces and processes. SII is seeking global leadership roles in security standardization thru the Incorporation of the vast expertise and experience in the Israeli industry and government bodies in the field of security with SII’s experience in developing Israeli national standards and facilitation of Israeli stake-holders involvement in regional and internationalstandardization.

Regional LevelUSA • ANSI is the US’s National member body to ISO and represents the needs and views of U.S. stakeholders in standardization forums around the globe. • ANSI has formed the HSSP which is leading a national effort in identifying the area were standards will assist in HS preparedness.

  10. Regional Level Europe • CEN is the EU’s standards body. CEN is contributing to the objectives of the European Union and European Economic Area with voluntary technical standards which promote free trade, the safety of workers and consumers, interoperability of networks, environmental protection, exploitation of research and development programmes, and public procurement. • The members are the national standards bodies of the Union, EFTA and some Eastern and Central European countries

SAG-S • Established 2004 as the AGS • Members - Australia, Canada, France, Germany, Holland, Israel, Japan, Norway, UK, US. • The chairman – Dr. George Arnold (US/ISO) • The SAG-S terms of reference: • To oversee standardization activities in ISO and IEC relevant to the field of security. • To provide advice and guidance to the ISO Technical Management Board and IEC Standardization Management Board relative to the coordination of work relevant to security, and in particular to identify areas where new standardization initiatives may be warranted. • To monitor implementation of the recommendations in the AGS report.

  15. SAG-S(2) • SAG-S Chairman’s recommendation to TC 223: • To develop a framework standard for security management. • Take up the work of developing an int’l standard on Emergency Management & Business Continuity.

  16. ISO – IWA EP • IWA – International Workshop Agreement. Which is a fast track Int’l document • The original definition was Emergency Preparedness but was transformed to EM & BC. • 5 basic documents were submitted as contribution among them, the SMS and a table defining a family of standards. • The final deliverable is a list of recommendations for TC 223

ISO TC 223Background • TC 223 was established about 4 years ago. • The TC’s title was Civil Defense and assigned to Russia. • Based on AGS’s recommendation, The TMB replace the chair, Russia with Sweden. • The first meeting: • Place – Stockholm • Time - May 2006 • Participants – 70 people from 30 countries. • Purpose – To establish the TC (BP and Structure)

ISO TC 223Main Decisions • Change the tile to Societal Security • The immediate formation of a task group to prepare a “best of” document draft on emergency preparedness. • Invitation for leadership roles and participants for the following WG: • Societal Security Management • Terminology • C2, Coordination & Cooperation • Technical area WG will be formed as needed. • The final BP draft will be submitted by July for comments and approval at the next plenary
