  5. UNCLASSIFIED LOE Structure • Target: 36 participants • Small group participation (06 / GS15 Level) • Participants targeted to subject matter • Locations: DC, War Colleges, venues convenient to participants • Execution dependant on subject matter UNCLASSIFIED

  6. UNCLASSIFIED Expectations • Generate and identify future issues for HD and CS concept development and experimentation • Bring together key stake-holders to examine HD and CS concepts • Collaborate with government and non-government officials on DOD HD and CS concepts UNCLASSIFIED

  7. UNCLASSIFIED LOE Campaign Plan Measure of Success A Joint Operating Concept that has influenced National and DOD strategic direction, is easy to understand, kept simple, and makes a difference in the hands of the Joint Force Commander UNCLASSIFIED

UNCLASSIFIED LOE 1 Purpose The DOD Homeland Defense and Civil Support Joint Operating Concept (DOD HD and CS JOC) version 2.0 calls for a National Homeland Security Plan to implement National Security Strategy (NSS) essential tasks – LOE 1 seeks an interagency perspective to inform this recommendation UNCLASSIFIED

LOE 1 Objectives • Gain insights into what guidance / organization / systems / processes are necessary to synchronize and integrate implementation of the NSS and achieve unity of effort in the execution of NSS essential tasks • Gain insights on how to better integrate and coordinate national security efforts, to include roles, responsibilities and lines of communication among organizations • Gain insights into barriers that must be overcome to achieve unity of effort (lexicon / cultures / agenda)

  10. Key to Success for future LOEs • Support from the War Colleges • Support from the Services, USJFCOM and other Combatant Commands • Continued support from government and non-government partners • Continued support from OSD, the Joint Staff J-5 and Joint Staff J-7
