  3. National Letter of Intent (NLI) • NCAA Eligibility Center Registration: • Prospect must register with Eligibility Center; • Prospect needs to be placed on IRL by Compliance Office.

  4. National Letter of Intent (NLI) • Mailing of Financial Aid Offer: • Financial aid form can be included in mailing of the NLI; • No forms may be signed by prospect prior to initial signing date.

  5. National Letter of Intent (NLI) • Offer Aid Before Signing Day: • Coaches may inform a prospect that a grant-in-aid will be offered in writing; • Prospect may not sign a form indicating acceptance of award prior to initial signing date.

  6. National Letter of Intent (NLI) • Validation of NLI: • In order for an NLI to be valid, the prospect and his/her parent or legal guardian must sign and return BOTH the NLI and ACC Financial Aid Agreement to UVA. • Without the NLI being validated there can be no publicity of the prospects signing.

  7. National Letter of Intent (NLI) • Junior College Prospects: • Junior College prospects must register with the NCAA Eligibility Center prior to issuing a NLI; • Currently, prospects are required to register for amateurism purposes; • If prospect has previously registered with Eligibility Center they they will be treated like any other prospect and will need to be on our IRL prior to the issuance of NLI.

  8. Publicity of Signing • Comments Before Signing: • You may comment publicly to the extent of confirming the recruitment of prospect; • Not about the prospect’s ability or contribution prospect can make to team; • Not about likelihood of prospect signing a NLI with UVA.

Publicity of Signing • Media Releases Regarding Signing: • Publicity released by UVA about prospect shall occur only after prospect has signed an NLI; • No limit on number or content may be released to media outlets once prospect has signed; • Releases must first be approved by the Compliance Office.

  10. Publicity of Signing • Announcement of All Signings: • One formal press conference may be held on campus to present the names of all prospects who has signed a NLI or offers of admission; • Prospect (friend or relatives) may not be in attendance at announcement.

  11. Publicity of Signing • Announcement by Prospect: • Prospect may hold their own press conference to announce NLI signing; • No arrangement or involvement by UVA or any UVA boosters is permitted with these announcements.

  12. Publicity of Signing • Highlight Video: • Coaches my produce a single highlight video (one per sport) , which includes clips of PSA’s who have signed a NLI, to show in conjunction with celebratory functions.

  13. Publicity of Signing • Signings On Campus: • Coaches are responsible for any signings on campus; • Media may not have any contact with prospects on campus while they are signing a NLI.

  14. NLI Signing Dates Signing Dates for 2008-2009 Academic Year Do not have a prospect sign prior to 7:00 a.m. (local time) on the following dates or after the final signing date listed for each sport.

  15. Communication with Prospect • NLI Signing Date: • Coaching staff members may make unlimited telephone calls to a prospect on the initial date for the signing of the NLI and during the two days immediately following the initial signing date.

  16. Communication with Prospect • After NLI Signing: • After the calendar day on which the prospect signs a NLI, there will be no limit on the number of telephone calls by the institution which the prospect has signed.

  17. Communication with Prospect • Electronic Transmission: • After the calendar day on which a prospect signs the NLI, there will be no limit on the forms of electronically transmitted correspondence sent to the prospect or his/her parent or guardian (including text messages).

  18. Contacts After NLI Signing • Sports Other than WBB and Football: • After the day a prospect signs a NLI, there will be no limit on the number of contacts. • The following conditions continue to apply: • Any contact at the prospect’s educational institution in men’s basketball shall be confined to the permissible contact period and shall not exceed one visit per week; • No in-person, on- or off-campus contact may be made during a “dead period”; • No on- or off-campus contact (including correspondence and telephone calls) may be made be a booster except those involving permissible pre-enrollment activities (summer employment); • Contact at the site of a prospects competition shall continue to be governed by the provisions of NCAA Bylaw 13.1.7.2. NOTE: Contact with the prospects relatives or legal guardians at the site of competition shall be permitted.

  19. Contacts After NLI Signing • Women’s Basketball: • After the day a prospect signs a NLI, there will be no limit on the number of contacts. • The following conditions continue to apply: • No in-person, on- or off-campus contact may be made during a “dead period”; • No on- or off-campus contact (including correspondence and telephone calls) may be made be a booster except those involving permissible pre-enrollment activities (summer employment); • Contact at the site of a prospects competition shall continue to be governed by the provisions of NCAA Bylaw 13.1.7.2. NOTE: Contact with the prospects relatives or legal guardians at the site of competition shall be permitted.

  20. Contacts After NLI Signing • Football: • After the day a prospect signs a NLI, there will be no limit on the number of contacts. • The following conditions continue to apply: • Contact at the prospects educational institution shall be confined to the permissible contact period and the spring evaluation period; • Contact at the educational institution during the contact period shall not exceed one visit per week; • No in-person, no- or off-campus contact may be made during a “dead period”; • No on- or off-campus contact (including correspondence and telephone calls) may be made be a booster except those involving permissible pre-enrollment activities (summer employment); • Contact at the site of a prospects competition shall continue to be governed by the provisions of NCAA Bylaw 13.1.7.2. NOTE: Contact with the prospects relatives or legal guardians at the site of competition shall be permitted.
