Creation of The CICC Discovery Tool™ • The Tool was created as part of a Three Year, Three Million Dollar Project from 2001 – 2004, Funded by First 5 LA, The Los Angeles County Children and Families First Commission. • The Project was called, “Does My Child Have Special Needs?” and it was part of a Child Care Quality Enhancement Initiative. • Also created by CICC as part of that project was a course in The Developmental Assessment of Children Birth to Age Five and Training Conferences on Working Together to Help Young Children with Special Needs.   2. “Does My Child Have Special Needs?” Project Leadership and Evaluation • The Multi-Disciplinary Project Staff was headed by CICC’s Founder and Executive Director, Dr. Kerby T. Alvy. • All Project Creations and Services were evaluated by the Evaluation and Training Institute, Inc., headed by Dr. Clare Rose and Including Dr. Tronie Rifkin. • Independent Review Consulting, Inc. provided the Institutional Review Board for the Reliability and Validity Testing Studies of The CICC Discovery ToolTM. Sources Consulted in Creating The Tool • Standardized Developmental Screening Tests like the Ages and Stages Questionnaires, Non-Standardized Tests, Problem Behavior Checklists, and Other Professional Literature and Research on Developmental Milestones. • A total of 77 such Professional and Scientific Sources were utilized. • Reviews and Comments by 14 Key Professional Consultants from Los Angeles Hospitals, Universities and Agencies Helped Shape the Early and Final Versions of The CICC Discovery Tool™ and Referral System.
