Historic and current uses • Traditional territory of 4 First Nations • WW2 Canadian Armed Forces Western HQ • Today a Garrison: 39 CBG Headquarters • Military Family Housing; MF Resource Centre • 75 residences • Historic Buildings and Heritage Homes • Preschool facility • Green space and mature trees • Hydrological impact on Jericho Park

  7. Importance of inclusive vision for change • Land use changes over time • Vision for the long term, not short term • Take time to bring people and ideas forward • Identify values for creating a sustainable society • Consider all possibilities of public good

Concerns about public involvement • Research via Parliamentary Library in 2009 • The “Little Mountain” model: meeting w/ Vancouver’s City Manager and Director of Planning • Meeting: 200 members of the West Point Grey Community Association; WPGCA exec meeting • Requests for meeting/briefing: Ministers of National Defence and Public Works) • Tabled petition in the House of Commons, calling for a full public consultation process • Met with the CEO of Canada Lands in June, 2014

CLC the developer • NOT the “Little Mountain” model • In the process of acquiring property from DND • Priced at market value less clean-up; disposal • CLC produces a plan for development • Institutional and Public input sought • Plan approved by City of Vancouver • Development built and sold in stages • Profit to GOC

  12. Canada Lands Company (CLC)“Who they are and what do they do?” • Commenced operations in 1995 • Commercial Crown corporation creates projects that are financially viable, enhances communities and creates lasting legacies • Active from coast to coast in over 18 municipalities

  13. CLC Consultation Process • When it acquires property, CLC does not have a pre-defined plan • Consultations with communities always begin with a blank slate • Process • Ideas Fair • Workshops & Open Houses • Public Advisory Group Meetings • Draft Planning Process
