  3. ● Background • China has already came to the Mass Higher Education (HE)since 2002 year. • Entered 21century ,The main goals of developing HE in China are: ---firstly, it is connotative development ---secondly, To improve the HE quality by building“five-in-one" HEQAS ● Questions of establishing IQAS ▲What teaching process are the quality key point in Medical Education(ME)? How to carry out a good Quality Assurance(QA) ? ▲ what principles do we following up if we take TQM ? ●what is the Best Pathway in the HEIQM for ME ▲Total Quality Management (TQM) is the best choice for carry out HEIQM ▲TQM have three principles to abide by

  6. ●Developed a new quality assurance and improving system in KMU ,That contain: ▲two grade of the university and Academy (or department) . ▲ New monitoring system covers Three aspects including teaching, administration and learning, as well as Eight level . ▲one effective improving method for PDCA . 1 university classroom teaching monitoring the key point Academy or department Focus Courses clinical novitiate teaching experimentteaching PDCA Profession teaching teams Course teaching teams Teachers

First step ★ In order to monitor the teaching quality in classroom, experiment (practice) in Lab. and teaching on bedside, We have designed more than thirty of assessment standards about teaching quality for ME ★These works achieved the goal of a comprehensive standardized management and monitoring the whole process of all curriculums from freshman year to senior year as the system running well. 1 a new quality monitoring and improving system

Second step ★Three Working Organizational (TWO+One) were build and achieved the goal of all staffs and all students to be participation. ★ TWO includ the leaders working at different post, the specialists of councilor committee at both university and academy(or Dep.), as well as the student messengers and all students. ★ That one is the Teaching Quality Supervision and Evaluation Center,it was set up in 2008 a new quality monitoring and improving system 1

Third step ★ The multiple feedback channels included: ●Scene feedback to teacher; ●Teaching Meeting feedback to teaching unit leadership; ●Feedback bulletin at regular intervals. ★ The different quality information ware respectively feedback to teacher, course teaching teams and profession teaching teams; ●Because they are the different main body of teaching quality improving. 1 a new quality monitoring and improving system

Fourth step ★A effective mechanism of enhancing the quality improvement was developed ● Discovered teaching problem by daily monitoring system; ●Every year to issue bidding guidelines for applying educational reforming projects and funding school-based action research; ●The teaching qualityproblems were solved by research small teams and break through. a new quality monitoring and improving system 1

  15. Finally ★Some guarantee mechanisms were need to keep this quality assurance and improving system run well. It include: ●The school leaders attach importance to quality and set themselves an example to others; ●A special departments should be set up for quality management; ●it’s supported by some funding. 1 a new quality monitoring and improving system

Effectively ★Developing Quality Culture : ●The Quality awareness is enhanced by daily teaching quality monitoring system; ●The quality management(QM) campaign has been avoided--everything is prepared for the experts’ supervision and everything restores as soon as the experts leave. ●the essence of QM becomes reality: 1) More focus on customer perception; 2) QM moved forward to teaching design; 3)Problem-oriented promoting consciously; a new quality monitoring and improving system
