  3. 4 Degrees The Four Degrees of Cooperation Introduction of the four degrees of cooperation analysed in Paris This is an unofficial classification drawn by the analysis of the characteristics of the different types of projects that can be developed, A higher degree of cooperation does not imply a higher quality project

  4. 4 Degrees Main features relating to 37.6 b type projects Any form of cooperation is about partners coming from regional/local authorities in at least TWO Member States, that have expressed their commitment through the ROP, defining the budget and the partner(s). • If no partner is identified in OP NOT Art. 37.6 b • Partner identified in 1 OP, but not reflected in OP of «partner region»  «Unilateral cooperation with certain interregional scope»NOT Art. 37.6 b • Absolute amount in € or percentage (%) specifically set aside on OP level or on level of priority axis • No amount or % specified  NOT Art. 37.6 bUnilateral cooperation with certain interregional scope » • « Unilateral cooperation with certain interregional scope »  Only own OP fixes content  NOT Art. 37.6 b

  5. 4 Degrees FIRST DEGREE MIRROR COOPERATION • Articles 4 and 5 ERDF apply, NOT Article 6! • Partner regions identified in 2 OP’s + in both OP’ amounts or % are identified • Content different, identified in each OP independently (especially in cases of cooperation between Obj 1 and 2) or • content identified in both OP’s with +/-same text but still separate selection criteria/ procedures

  6. 4 Degrees SECOND DEGREE COMMON COOPERATION • Articles 4 and 5 ERDF apply, NOT Article 6! • Partners identified; amounts or % set aside • Content identical in all OP’s • Common rules on project implementation • Common project selection criteria(but formally separate selection procedures)

  7. 4 Degrees THIRD DEGREE JOINT INFORMAL COOPERATION • Articles 4 and 5 ERDF apply, NOT Article 6! • Partners identified; amounts or % set aside! • Content identical in all OP’s • Common project selection criteria • Joint informal committee for project selection (to be validated by individual programmes)

  8. 4 Degrees FOURTH DEGREE JOINT FORMAL COOPERATION • Articles 4 and 5 ERDF apply, NOT Article 6! • Partners identified • Content identical in all OP’s • Amounts pooled together on joint account (possibly as a global grant) • Common project selection criteria • Joint legal body (EGTC?) to implement joint allocation
