  1. Dr. Ralf Köhler • Water Framework Directive • and Nature Protection • Protected areas, Participation of the public and potential for conflicts Landesumweltamt Brandenburg

  2. Contents • 1 Introduction • 2 Register of protected Areas • 3 Results of inventories for running waters and lakes • 4 Participation of the public • 5 Potential for Conflicts • 6 Risks

  3. Register of Protected Areas • Water protection areas • Areas designated for the protection of economically significant aquatic species • Bodies of water designated as recreational waters, including bathing waters • Nutrient sensitive areas • Areas designated for the protection of habitats or species ... according Article 6 and Annnex IV of WFD

  4. Register of Protected Areas Richtzeichen 354 der StVO ... according Article 7 and Annex IV i of WFD

  5. Register of Protected Areas Areas designated for the protection of economically significant aquatic species ... according Annex IV ii of WFD

  6. Register of Protected Areas recreational waters/bathing waters ... according 76/160/EWG, BbgBadV and Annex IV iii der WFD

  7. Register of Protected Areas Nutrient sensitive areas • Germany declared according Nitrate directive (91/676/EWG) no nutirent sensitive areas, because it is applying the actionprogrammes of the directive. One part is among others: Düngeverordnung. • By implementing directive 91/271/EWG (Kommunalabwasserrichtlinie) Brandenburg as a whole is dealt with as Nutrient sensitve areas ... according Annex IV iv of WFD

  8. Register of Protected Areas NATURA 2000-Areas ... according 79/409/EWG, 92/43/EWG and Annex IV v of WFD

  9. Results inventory for running waters Brandenburg: Objectives at risk, if water bodies of running waters > 30% at risk. Criteria for „at risk“: • Biol. Güteklasse = II-III und schlechter • Chem. Güteklasse = II-III und schlechter • Morphol. Strukturgüteklasse = 6 und 7 • Überschreitungen chem. Qualitätsziele • Vorkommen Störungen anzeigender Arten • querbauwerksbedingte Rückstauungs-abschnitte > 50%

  10. Results inventory for running waters Germany (related to ca. 8.850 waterbodies): Quelle: BMU (01/2005) Main causes for beeing at risk: • Hydromorphology • Nutrients • further pollutants

  11. Results inventory for lakes Brandenburg: 222 Lakes Objectives at risk aktual Trophy class - potential near-natural Trophy = > 1

  12. Information, Hearing and Participation of the Public • hitherto in Brandenburg: • Direct Contacts (e.g. IHK, Grüne Liga, district authorities) • Publications • Brochure • Internet Presentations • Workshops and Seminars in (Environmental ecucation centre (9 since 1999) • LUA-Conference at 07.06.2004 „WFD in the State Brandenburg – a successful balance“ • in plan: • Working group in the frame of the environment council of Brandenburg • State: Information and hearing yes. But no real participation

  13. 1. Eutrophic lakes are described by their actual macrophytes and not by their primary trophy 2. Process oriented WFD meets Natura 2000 with it´s objective to maintan certain states of waters 3. Inventory (lack of money and staff) 4. Assessment of the ecological state 5. Reference waters and programmes for implementation 6. Management plans 7. Monitoringprogrammes WFD/neccessary reports in Natura 2000 8. Development and use of common EDP- platforms (z.B. PEP – GIS und ArcWFD) 9. Definition of objectives for Natura 2000 for implementation of WFD (Art. 4 1 c WFD) 10. WFD is concentrated on water bodies not to ecosystems (e.g. floodplains) Potential for conflicts

  14. Integration of WFD and Natura 2000 Better use of financial ressources More effective implementation of objectives Better integration of large scale projects Public partcipation Chances of integration of WRRL and Natura 2000

  15. Increasing gap between objectives and implementation Necessary Integration of WFD and Natura 2000 succeeds only insufficient Consequences: more money neccessary for implementation much more administrative efforts Risks
