Healthcare Development in China (2) 1st stage (1949 - 1960s) “Face to all the workers, farmers and soldiers, take preventive medicine as the priority, integrate the Traditional Chinese Medicine and Western Medicine, mobilize all the citizens to involve into the healthcare activities”; Different insurance schemes for different group; Mass health facilities construction; Exempted medical services from taxes, provided financial security for health staff's salary, operating budgets, health infrastructure, and medical devices purchasing and overhauling expenses in public health organizations.

Healthcare Development in China (3) 2nd stage (1960s to late1970s) Health development in rural areas was enhanced to some degree, e.g. barefoot doctor system; Efficiency of medical services went down by rigid management plan, frequent governmental interference and equalitarianism in allocation; General decline in medical technology and medical service; Severe shortage of medical resources, leading to difficult access to medical treatment, hospitalization and surgeries.

    6. Healthcare Development in China (4) 3rd stage (Late 1970s to mid1990s) Diverse forms of healthcare development; Healthcare management decentralization; Enhanced the autonomy in health sector and the improved of health service efficiency; Maldistribution of health resources.

Healthcare Development in China (5) 4th stage (Mid1990s up to now) In 1997, CPC Central Committee and State Council's Decision on Health Reform and Development was announced In 2000, Suggestions on Deepening the Reform of Urban Medical and Health Care System was announced; The study of a new healthcare system reform was started in 2006, and the final plan was officially announced in 2009, five key tasks for this round health reform is under implementing.

    12. Barriers and challenges of universal healthcare coverage for present China (1) Health insurance system Healthcare delivery system Pharmaceutical supply system HRH situation

Barriers and challenges of universal healthcare coverage for present China (2) Health insurance system: Some part of the population was still not covered by the health insurance systems; Lack of integration of different health insurance systems, especially challenges from the mobility of the population; Level of assurance and government investment are still relatively low; Management capacity needs to be further enhanced; Reform is desirable in the mode of payment.

Barriers and challenges of universal healthcare coverage for present China (3) Health delivery system: Lack of effective system and coordination mechanism; Management system and operational mechanism are in need of reform; There is no clear policy to identify the role of civil societies in health system; No strict referring system.

Barriers and challenges of universal healthcare coverage for present China (4) Pharmaceutical supply system: Repetitive building of low quality drug production chain, and the lack of owner proprietary drugs; Low level of market concentration in wholesale; The pricing system of drugs needs to be improved.
