  5. i. Assurances & Certifications • Signatures Required: • Governor • Chief State School Officer • Chair of State Board of Education • State Attorney General • Memoranda of Understanding from LEAs* [* actually in Section A]

State Success Factors • Existing NC Strengths & Initiatives: • History of education innovation and progress in NC; both at State and local (LEA) levels • Strong centralized, State role in supporting education • Statewide leadership from Governor’s Office, General Assembly, State Board, State Superintendent, Educator Organizations, Business & Industry • Numerous existing, ongoing initiatives (ACRE, etc.) that align with the RttT criteria

State Success Factors • NC RttT Priority Goals: • Increase achievement in all grades and for all student subgroups, as measured by National Assessment of Educational Programs (NAEP) results and state assessments. • Increase high school graduation rate overall and for all student subgroups. • Produce more college-ready graduates in all student subgroups, as measured by performance on the SAT and AP assessments. • Increase the number of high school graduates who attend institutes of higher education.

Standards & Assessments • Key Elements: • Collaboration as part of multi-State consortia • Comprehensive, balanced assessment system that aligns with ACRE • Learning Management System (LMS) that enables, via technology, delivery of the comprehensive, balanced assessment system • No new State tests (not eligible use of funds)

  10. C. Data Systems to Support Instruction • Key Elements: • 1. CEDARS effort (ongoing) • a. UID operational, building on NCWISE • b. Longitudinal Data Store in development • c. NC P20+ proposal submitted; will enhance linkage across education-workforce continuum • Comprehensive, balanced assessment system to link all forms of data (formative, benchmark, summative) to instruction • Development of cognitive learning measurement model to assist with interventions

Great Teachers & Great Leaders • Key Elements: • All initiatives within context of expectations for teacher and principal effectiveness • NC Educator Evaluation System (NCEES) rolled out completely Statewide • Various initiatives to increase supply of teachers in rural areas • Comprehensive professional development initiative to train all educators on new Statewide content (e.g., standards, assessments, using data to inform instruction)

  12. E. Turning Around the Lowest-Achieving Schools • Key Elements: • New, modified definition of what is “lowest achieving” • Efforts that build on success of transformation model already in operation • Enhance STEM focus in NC by expanding successful model
