We know there are many things that are good about what has happened in the past However… Too many ways to access services Pathways to services have not been clear Not always targeted on the greatest need Not enough shared information to enable understanding of need Families have had to tell us things a number of times Families want a more consistent and more coordinated approach Why do we need to change?

  7. First Response • Take a few minutes to talk with the person next to you • What do you know about “ First Response” …anything or nothing?

Citywide First Response • A new citywideFirst Response Team - the contact point for: • anyone who has a concern about a child or when • there is a request for help in meeting a child’s needs. • Co located in a police building on Feeder Road in the city centre. • When someone contacts with a concern about a child/young person the team will complete a “Request For Help Form” over the phone. • The team will gather further intelligence about what is currently known (including police and health). • The team will make a judgement about who should be dealing with the issue and allocate the case. • e.g. Is it the area based Early Help Team? Is it Social Care? Is it the Disabled Children and Young Adult Service etc? • They will inform the referrer about what is going to happen next…

  9. Some positive feedback about First Response All information was taken clearly. It really was a ‘First Response’. I had a phone call back the following day explaining the outcome. I felt reassured that the concern was being dealt with. Badock’s Wood Children Centre I phoned First Response. Within 30 minutes they called back to let me know the outcome of what they discussed…. They were appropriate with their response. I was really impressed with the speed. Henbury School

  10. Area based Early Help teams • Take a few minutes to talk with the person next to you • What do you know about area based “Early Help teams” …anything or nothing?

The three area based Early Help teams • CYPS will directly employ three small coordinating teams, one in each area, who will receive requests for early help from the First Response Team. • These small coordinating teams will actively manage cases and specifically allocate each case it to someone in a service/agency. They will also track cases. • These coordinating teams will work with multi-disciplinary engagement workers asking them to work with named children and families • e.g. Family Intervention Team Workers, Bristol Youth Links Workers, Children’s Centre Workers, Voluntary and Community group workers or an Engagement Worker from Action for Children or Banardos (replacement CAF Workers) • These teams will be known as area Early Help Teams • It the North area test there is a meeting each Thursday morning to work collaboratively on “stuck” cases

Integrated Family Support • Contracts have been awarded to: • Action for Children for North and East Central • Barnardo's in the South • This ensures the good practice of the CAF will be built upon: • more direct work with children, young people and families and • less time and expense being spent on panel discussions.

  14. Single Assessment Framework (SAF) • Take a few minutes to talk with the person next to you • What do you know about the “Single Assessment Framework” …anything or nothing?

Single Assessment Framework (SAF) • Over time the SAF will replace a current multiplicity of assessments so that families do not have to repeat information. • (e.g. CAF, social care initial and core assessments etc ) • All professionals and practitioners working with the family share appropriate knowledge. • The SAF begins with a Request for Help, setting out the issues, what has already been tried and identifying the strengths within the family as well as the concerns. • A “Lead Professional” is identified who leads on the assessment to provide: • support to the child and family • act as an advocate and • coordinate the delivery of support services

Summary flowchart Anyone who has a concern about a child/young person, or needs some help in relation to a child or young person, contacts the city wide First Response Team First Response Team (Multi Agency Team) They complete the “request for help form, gather further intelligence and make a decision based upon need Priority A/B Priority B/C Services that lead on Child Protection or if the cases require social care intervention Services that can assess and meet family support needs e.g. area based Early Help Team Agencies, Professionals, Staff may be asked to Completing Single Assessment (SAF)

  17. Summary – what are the key changes? A clear, actively managed pathway for how people access services and how they are assessed: • Citywide First Response Team – contact point for anyone who has concern about a child.TheFirst Response Teamwill manage“Requests for help”and decidewho should take the next step. • Area based Early Help Team - foranyone assessed as needing early help by the First Response Team. This team includes Integrated Family Support and Family Intervention Team. • Single Assessment Framework - replacing several existing assessments. Starts with a “Request for Help” which will inform the “Single Assessment” • leading to a coordinated pathway of support for the child and family

  20. National picture • 120,000 families nationally • 1355 families in Bristol • Three criteria • Anti-Social Behaviour or Youth Crime • Educational Absence • Unemployment • Local Criteria to be discussed

  21. The criteria • Reduce ASB by 60% or Youth Crime by 33% • Improve educational attendance so it is more than 85% • Return to work
