  3. VFM exercise • Are the three triangle points correct? Should there be four etc? • Which areas/services should smalls compare in this way? Two groups Housing management / maintenance • How should we measure cost? Is it staff costs or should it include something else and if so what? • How should we measure quality/performance..is it a basket of indicators? Which ones? New ones? • How should we / can we measure satisfaction with the service provided? How do we deal with expectation changes?
