Objectives to be achieved by 2015 • to connect villages with ICTs • to connect universities and schools ICTs; • to connect scientific and research centres with ICTs; • to connect public libraries and cultural centres …with ICTs; • to connect health centres and hospitals with ICTs; • to connect government departments and establish websites and email addresses; • to adapt school curricula to meet the challenges of the Information Society, • to ensure that all of the world's population have access to television and radio services; • to encourage the development of content and facilitate the presence and use of all languages on the Internet; • to ensure that more than half the world’s inhabitants have access to ICTs within their reach. ITU has Developed and Strengthened Cooperation with the Private Sector • Over 600 Sector Members, mostly from Private Sector • Participation in the work of all Regional and World Conferences including in ITU Plenipotentiary Conferences • Participation in Sectors’ Advisory Groups to the elected officials (RAG, TSAG, TDAG) • Many representatives of the Private Sector Members, serve as Chairmen, Vice-Chairmen or Rapporteurs of Study Groups • Over 100 partnerships with private and public entities provide an invaluable contribution to development projects that facilitate access to ICTs for all. BDT AS MODEL OF PARTNERSHIP • The development projects that countries need are numerous, diversified, requesting human, technical and financing resources • Multi-stakeholder partnerships become an appropriate answer to challenges of the Information Society: * Development and consolidation of partnerships are amongst the main outcomes of the WSIS * It is all about pooling resources together, avoiding redundancies between organizations, promoting complementary skills and mandates • WSIS: A unique occasion to: * highlight the role and experience of ITU Members already involved in existing partnership (opportunity for renewal and extension) * create new partnership opportunities for both ITU Members as well as ITU Sector Members Khalil AburizikBuilding Digital Opportunities Through Public/Private Partnership

  17. Aims at mobilizing human, financial and technological resources for inclusion of all men and women in the emerging Information Society. Priorities and strategies • National e-strategies as an integral part of national development plans, • ICTs mainstreamed into strategies for Official Development Assistance (ODA) Khalil AburizikBuilding Digital Opportunities Through Public/Private Partnership

Mobilizing resources • All countries and international organizations should act for mobilization of resources for financing development as elaborated in the Monterrey Consensus. b) Developed countries should make concrete efforts to fulfil their international commitments to financing development including the Monterrey Consensus, c) welcome initiatives to reduce outstanding indebtedness.   19. d) Recognizing the potential of ICT for development we furthermore advocate: • developing countries to attract private investments for ICTs through the creation of a transparent, stable and predictable enabling investment environment; • developed countries and international financial organisations to be responsive to the strategies and priorities of ICTs for development, • the private sector to contribute to the implementation of this Digital Solidarity Agenda. f) A thorough review of financial mechanisms adequacy should be completed by the end of December 2004. to be submitted to Tunis phase g) Countries should consider establishing national mechanisms to achieve universal access in both underserved rural and urban areas, in order to bridge the digital divide. Conclusion • WSIS DoP and PoA make great opportunity for all stakeholders toward Information Society • ITU is playing key role towards building a global information society and closing the digital divide can only be fully achieved through partnership and collaboration with all relevant players. • ITU-D broad mandate, experience and large membership which includes both public and private sector are unique features that would facilitate the transformation from digital divide to digital opportunities for all. • ITU-D network of regional offices and direct contact with national entities is a factor to facilitate dialogue aimed at defining appropriate national and regional policies. • ITU-D continues to provide a time-tested framework for establishing partnerships and a WIN-WIN opportunity through strong synergies amongst the parties.
