  1. Proposed Revision to REP Program Manual Harry Sherwood FEMA Region IX RAC Chair Radiological Emergency Preparedness (REP) Branch Technological Hazards Division

  2. REP Program Background • REP Program was established as a result of the 1979 accident at Three Mile Island (TMI) • FEMA was given responsibility for “off-site” radiological emergency preparedness to protect citizens living around commercial nuclear power plants • NRC remains responsible for on-site activities • Under Public Law 96-295, licensing of commercial nuclear power plants requires “reasonable assurance” that off-site preparedness efforts are adequate

  3. What is the REP Program Manual? • Consolidated source that provides policy and guidance for REP employee’s, licensee’s, State, local, and tribal preparedness personnel • Amplifies planning standards and evaluation criteria in regulatory guidelines: • Joint NRC/FEMA document NUREG-0654/FEMA REP-1 • FEMA regulations 44 CFR part 350 • Aligns FEMA offsite activities with NRC regulations in 10 CFR part 50

  4. Key facts • FEMA and DHS review sequenced to align with NRC Rulemaking • Current version (Interim since 2002) is incomplete, and inconsistent with contemporary preparedness policies • Incorporates 30 years of ‘piecemeal’ policy/guidance into single reference source (retires significant number of individual policy memoranda) • Integrates and updates REP policy/guidance with tenets NIMS, NRF, NEP

  5. Key Drivers of Revisions to Manual • State and local requests to align REP with NEP efforts • Enhancement of scenario realism, elimination of pre-conditioned exercise activities (negative learning) • Established “Part II”, embedding amplifying planning guidance (not included in 2002 Interim version) • Incorporates remaining legacy policy and program memoranda

  6. Key Drivers of Revisions to Manual • Ensure alignment with NRC rulemaking activities • Establish clear, standardized guidance for new reactor activities • Ensure consistency with National initiatives

  7. Consistency with National Initiatives • HSPD-5 and HSPD-8 establish a initiatives for a national, common approach to preparedness • Key elements of the National Preparedness System include: • National Incident Management System (NIMS) and National Response Framework (NRF) • Homeland Security Exercise and Evaluation Program (HSEEP) • Integrated Planning System (IPS)
