Comments on ICAO Manual Update • We welcome this opportunity to help update the “ICAO Manual” to more clearly represent the intentions and needs of the flight training simulator community • We appreciate the immense value of the internationally- embraced standards contained in this document - they have been a tremendous asset to the industry • As described by Ken Neville, Boeing has done considerable work to review the data-related Validation Tests and assemble a set of proposed updates for consideration by the working group

Comments on ICAO Manual Update • I would like to offer some observations about the proposed set of refinements - including my view of which are most important for the working group to carefully review • My purpose is to help us focus on items which I believe must not “fall through the crack” as we consider many suggested changes

Comments on ICAO Manual Update • Most Important items to review (substantive topics / proposed changes): • Engine Accel / Decel (more realistic application of tolerances) • Small Control Inputs (more meaningful tolerances) • Spiral Stability / Steady Turn (alternate test proposed) • Ground Effect (alternate test proposed) • Rate of Descent (which tests are needed – if any?)

Comments on ICAO Manual Update • Most Important items to review - continued: Possible incorporation of language reflecting “best practices” for JAR STD / AMC / IEM topics: - Engineering Simulator - Validation Data (for simple derivatives) - Validation Data Roadmap (documents) - Data Requirements for Alternate Engines – Approval Guidelines - Data Requirements for Alternate Avionics – Approval Guidelines - Objective Test Tolerances

  6. Comments on ICAO Manual Update • It will take some effort to incorporate these “best practices” and/or alternate means of compliance - but it is believed that the ICAO Manual, JAR STD 1A, FAA QPS and other applicable standards should be consistent with each other

  7. Comments on ICAO Manual Update • Items needing clarification: • One Engine Inoperative Climb for Aeroplanes with Icing Accountability (clarify intent of test) • Pitch Trim Calibration (need clarification of purposes of test)

  8. Comments on ICAO Manual Update • Other noteworthy items to review: • Ground Acceleration Time and Distance (combine with Takeoff?) • Vmcg (alternate test proposed if standard Vmcg unavailable) • Vmu (alternate test proposed if standard Vmu unavailable)

  9. Comments on ICAO Manual Update • Other noteworthy items to review - continued: • Throttle Calibration (clarification of terms, tolerances) • Longitudinal Trims (what cg’s should be provided?) • Roll Overshoot (combine with Roll Rate?) • Steady State Sideslip(clarification of rudder required)

  10. Comments on ICAO Manual Update • Other noteworthy items to review - continued: • Normal Landings (should flight test configurations be re-defined?) • And numerous minor clarifications to test procedures or text format.......

Comments on ICAO Manual Update Conclusions • The substantial, coordinated effort which has been put into these proposals (at least the ones I’ve seen) should allow a meaningful update to the Performance and Handling Qualities tests within the time allotted • The ‘trick’ is to keep focused on the task at hand • Thanks for your attention and consideration of these key topics
