Glasgow’s Local Transport Strategy “Keeping Glasgow Moving” MAIN DIFFERENCES FOR IMPLEMENTATION SUSTAINABLE URBAN TRANSPORT SYSTEM IN RUSSIA AND EUROPEAN COUNTRIES • Option 3 – Public Transport / Sustainable Transport based strategy In Russia the basis of any plan of development of transport system of city is development of road network, construction and reconstruction of roads. Investment would be concentrated on promoting and enhancing sustainable transport modes such as cycling, walking and public transport with no investment in new road construction. • Option 4 – Public Transport / Sustainable • Transport with Targeted Road Investment … there would be limited investment in roads infrastructure to tackle key congestion points in the network and to provide essential linkages to key developments and regeneration areas.

  4. SOME FEATURES TRANSPORT SYSTEM ROSTOV-ON-DON Contradiction between topology of road network and location of Central Business District Lack of rapid kinds of public transport (metro, LRT, BRT). Therefore is very high loading for surface public transport. It is necessary integration of existing Traffic Management System and Management of Public Transport System and development of ITS.

THE MAIN PRINCIPLES OF REFORMING OF PUBLIC TRANSPORT IN ROSTOV-ON-DON • Research of experience of development of urban public transport systems in the European countries; • Reforming of system of management by urban public transport in Rostov-on-Don using principles of a competition at entrance to the market of transportation and creating equal conditions for transport operators of all kinds of ownership; • Use of the program and target planning of development of transport system on the basis of traffic simulation, transport planning, optimization of a routes network of public transport; • Implementation of new technologies for management of public transport and urban traffic control system (ITS).

IMPROVING ACCESS FOR VULNERABLE PEOPLETransportation of people with Illness of locomotors system Transportation of people with Illness of locomotors system is carry out according to order of “Society of invalids” to the dispatching center. The dispatching center transfer this application to service in transport agency which gives vehicles according to data, address and route. The dispatching center also does the control about quality of execution of the order. Annual volume of transportation is about 1200 passengers. Points of trip is Hospitals, Sport Centers, movie Theaters, Universities, recreational area.
