  4. Accession negotiations 2001: a new phase of the accession negotiations • Objective: successful closing of theTransport Policy Chapter this autumn • The 7 temporary exemptions result from awide-range social and economic agreementwith therepresentatives of several sub-sectors

Accession negotiations Temporary exemptions (Transport I) • Road transport 1. opening of the domestic road freight transport market(following the practice of the EU between 1994 and 1998, along with the introduction of a gradually increasing permit contingent) 2. vehicle taxation(for environment-friendly (Euro 2 and 3) trucks exceedinga gross weight of 25 tons applying a lower minimum (65%) tax level than stipulated by Community legislation) 3. axle load(to maintain the excess weight charge on trucks with an axle load exceeding 10 tons)

  6. Accession negotiations Temporary exemptions (Transport II) • Railway 4. free access to the tracks(facilitation of the implementation of the MÁV’s reform, 20% track capacity opening) • Inland navigation 5. ‘old for new‘ compulsory scrapping(facilitation of fleet modernisation)

Strategic directions Strategic directions: • We have successfully accomplished our legal harmonisation program relating to year 2000, and 2001 proportionately • We have carefully watched the preparation of the new transport policy of the EU • This spring we started the revision of the Hungarian transport policy adopted in 1996 • Our transport policy and water management concept will be presented to the Government in a few weeks

Main trends of infrastructure developments Infrastructure: The Government gives high priority to the: • development of the expressway network • reconstruction of the main railway network • development of airports and inland ports • facilitation of combined transport • flood protection • improvement of drinking water quality • sewage disposal and treatment
