  1. WMO World Meteorological OrganizationWorking together in weather, climate and water Cg-XVI / Doc. 11.3 WMOIntegratedGlobal Observing System W I G O S Dr W. Zhang,OBS Dept, WMO WMO/OBS www.wmo.int

  2. WIGOS Background CONGRESS XV (2007)Resolution 30 High priority -- “Towards Enhanced Integration between the WMO Observing Systems” (WIGOS) Requested the EC to submit a comprehensive report on the integration between the WMO observing systems to Cg 16. WMO Executive Council Established a WG on WIGOS-WIS (Chair: Dr Moura) Develop an WIGOS Implementation Plan Refine the WIS-Implementation Plan Monitor the Progress of the Pilot and Demo projects

  3. 11.3.1- 11.3.2 WIGOS Importance WMO • I: WMO global observing systems • Global Observing System (GOS) • WMO Space Programme (WMOSP) • Global Atmospheric Watch (GAW) • World Hydrological Cycle Observing System (WHYCOS) • WMO Co-sponsored Observing Systems (GCOS, GOOS, GTOS) • II: Integrated approach • Enhanced synergies in a integrated approach, including systems interoperability and compatibility would help meet Members evolving requirements--WIGOS 3

  4. WMO Need for WIGOS to support seamless prediction and services framework Need for Integrated Global Observing Systembeyond individual GOS, GAW,WHYCOS into WIGOS WIGOS 4

  5. WIGOS Strategic Roadmaps & Phases Testing of concept (2007-2011) Implementation (2012-2015) Operations (2015 - … ) WDIP WIGOS Manual CONOPS CONOPS W I P WDIS WMO Regulatory Material WIGOS Imperative : Reference for

  6. WIGOS concept Development & Implementation Plan (WDIP) • Preparatory Phase: December 2006 - Cg-XV (May 2007) • WDIP identified the WIGOS integration activities during the four-year period 2008-2011. Test of Concept • Phase I: Cg-XV (May 2007) – EC-LX (June 2008) • Phase II: EC-LX (June 2008) – EC-LXI (June 2009) • Phase III: EC-LXI (June 2009) – EC-LXII (June 2010) • Phase IV: EC-XII (June 2010) – Cg-VI (May 2011)

  7. WIGOS Pilot & Demo Projects • WIGOS Pilot Projects for: • CIMO • JCOMM • AMDAR • GAW • Global Hydrological Network • Satellite Systems integration (GSICS) • GCOS Reference Upper-Air Network (GRUAN) • WIGOS Regional Demonstration Projects

  8. WIGOS Concept of Operations (CONOPS) • EC-LX (June, 2008) stressed that there was a need to have in detail conceptual aspects of WIGOS operations and expected benefits –CONOPS • Updated versions of CONOPS proposed by EC-WG/WIGOS-WIS was endorsed by EC-LXII; • After Cg16, CONOPS will continue evolve into WIGOS Manual & Guide;

  9. WIGOS Development and Implementation Strategy (WDIS) WDIS, describing the steps that WMO will follow to improve governance, management, and integration of observing systems, was endorsed by EC LXII, and will presented to Cg-XVI; Guiding document for developing the WIP 9/12/2014 9

  10. WIGOS Vision • Integrated WMO Observing Systems: • comprehensive • sustainable to address obs. requirements of all WMO Programmes in a coordinated and cost-effective manner; • Provide a Framework facilitating standardization and interoperabilityfor improved: • availability • quality • utilization • access etc. of weather, climate & water information

  11. WIGOS Scope • Requirements:Provide a mechanism to meet new observational requirements building on the existing Rolling Review of Requirements (RRR) process; (Polars &GCW) • Integration:Build upon and add value to the existing WMO observing components of GOS, GAW, and WHYCOS and on integration of surface- and space-based observations; • Standardization:Enhance observational data quality and homogeneity by introducing improved data quality and data management standards to better satisfy user requirements; • Access:Improve access to, and utilization of, observations and products from WMO as well as those of co-sponsored systems; • Coordination:Foster research and development activities and coherent planning for future observing systems and network optimization by working with all WMO Programmes and partner organizations.

  12. 1: Rolling Review of Requirements (RRR) for Observations • The Statement of Guidance (SOG) for each of the application areas below will be updated through RRR process under WIGOS • Global Numerical Weather Prediction; • Regional Numerical Weather Prediction; • Synoptic meteorology; • Nowcasting and Very Short-range Forecasting; • Seasonal and Inter-annual Forecasts; • Atmospheric chemistry; • Aeronautical meteorology; • Ocean applications; • Climate monitoring; • Climate applications; • Hydrology; • Agricultural meteorology. • It is expected that application areas will be expanded to cover evolving WIGOS user requirements such as GFCS, GCW, Space Weather, etc.

  13. Countries Where Cryosphere Occurs 95 countries identified with cryospheric components Cryosphere truly is global

  14. Polar Network of Networks Sea Ice IABP IPA AMDAR ASBN RBSN ABN AWS • Joint Programmes • GAW • WCRP • Arctic HYCOS • GCOS

  15. Developing a Space-based Architecture for Climate Monitoring Challenges • Continuity and improvement of operational constellations • Sustained observation of all ECVs observable from space • Transition Research to Operations for priority, mature observations • Generation of QC products Integration : network optimization, system interoperabilitycomposite products

  16. Users QMF Standards Instruments and methods of observation standards Data Processing and Forecasting WIS Standards for Data & Metadata exchange & Discovery, Access and Retrieval (DAR) Services Observations for Weather, Climate, Water, Ocean, … Archiving Active Quality Management Standardization and Quality Management • Three key areas on Standardization • Instruments and Methods of Observation; • WIS information exchange and discovery; • Quality Management Framework.

  17. knowledge Satellite data processing and products/information generation is of great challenge (sciences, technologies, calibration, validation with ground observations, etc..) Satellite operators should develop value-added informative products and make them available to worldwide users, especially to developing countries. data information products

  18. WIGOS Implementation • 2012-2015 • focus on improved governance, management, integration and optimization of the multiple observing systems

  19. WIGOS Governance • Inter-Commission Coordination Group on WIGOS (ICG-WIGOS) be established during the implementation process including also representatives of RAs and Partners

  20. Manual on WIGOS • WIGOS implementation be reflected in the revised WMO Technical Regulations, documenting the WIGOS concept of operations and contributions of all observing components; • Manual on WIGOS: mandatory publication

  21. Resources • High priority to the proposed budgetallocations for WIGOS activities. • Members’ voluntary contributions to the WIGOS implementation;

  22. Project Office & Secondments • Project Office with sufficient staffing and funding - essential to support the WIGOS implementation; • Secondment services to the Secretariat during the WIGOS Implementation to ensure its successful completion.

  23. Capacity Building • Effective capacity-building strategy: an essential component of the WIGOS implementation, especially for NMHSs of LDCs, LLDCs and SIDS

  24. Observation: GAPS

  25. Resolution 11.3/1 IMPLEMENTATION OF WIGOS • WIGOS & WIS: strategic prioritiesof WMO to improve Members’ capabilities, • WIGOS:necessary prerequisite to allow WMO Members to realize the organization’s strategic thrusts, • Decision: to implement WIGOS;
