  3. Why the Strategy? IMPACTS UPON: • NZ’s attractiveness in an internationally competitive environment • The overall development and social cohesion of NZ • High rates of unemployment, stress, poor health and social problems • Difficulties in building connections with host communities • Services fragmented, with gaps • Lack of preparation of host communities OUTCOME AUCKLAND SUSTAINABLE CITIES PROGRAMME A regional partnership with the Sustainable Development Programme of Action

Sustainable Development • Meeting the needs of present and future generations • Changing population, more mobile, more ethnically diverse - requires new way of thinking: • looking after people • taking the long term view • taking account of the social, economic, environmental and cultural impacts of our actions • encouraging participation and partnership • Special focus on Auckland AUCKLAND SUSTAINABLE CITIES PROGRAMME A regional partnership with the Sustainable Development Programme of Action

Settlement Support Needs Differ Migrants and ‘migrant like’ refugees Need Continuum Refugees and ‘refugee like’ migrants Different levels of settlement support are required to meet the different needs of migrant and refugee communities AUCKLAND SUSTAINABLE CITIES PROGRAMME A regional partnership with the Sustainable Development Programme of Action

Emerging Responses • Migrants and refugees who look and sound different face increased barriers to settlement, with refugees having higher and more complex needs • Settlement planning is required • A credible, neutral agency to assess and prepare new migrants (<2 yrs) for work in NZ • “Needs-led” ESOL service AUCKLAND SUSTAINABLE CITIES PROGRAMME A regional partnership with the Sustainable Development Programme of Action

Emerging Responses • Pathways into, and coordination between, settlement related services • Mainstream agencies to be more responsive to migrants and refugees • Capacity-building for positive participation in community based service delivery and policy development • Host community education on rationale behind, and anticipated outcomes of, immigration AUCKLAND SUSTAINABLE CITIES PROGRAMME A regional partnership with the Sustainable Development Programme of Action
