  1. AMERICA’S BEGINNINGS Civics is the study of citizenship and government Government is the power or authority that rules a country and its citizens Government: 1. Provides stability 2. Makes laws 3. Provides services Sumeria had the first government over 5000 years ago with the same purpose as it does today! How exciting!

  2. The 5 functions of governments include: 1.The MOST IMPORTANT purpose is to provide laws or rules of conduct. 2. Make sure that citizens obey the laws by establishing punishments. 3. Provide protective services such as fire and polices and the army. 4. Provide services that citizens would be unable to provide themselves such as schools and colleges, hospitals, and road construction. 5. Plan for the future of the country and its citizens.

  3. Levels of Government National Government- the government of the entire country, with the highest authority over its citizens, and responsible for providing the basic framework for its citizens. State Government- the government for citizens within a particular state. Local Government- the government for citizens within a county, or city, or town.

  4. Types of Government *The first Democracy was formed around 2000 years ago in ancient Greece. *This type of government allowed citizens to hold power and to make laws. Direct Democracy- every adult male participated in all government decisions, including laws, leaders and debate. Representative Democracy, in which citizens elected representatives to govern on their behalf was established. This is the type of government we use in the U.S. (Based on majority rule)

  5. Types of Government • Authoritarian – power held by individual or group not accountable for the people • Absolute Monarch – one person with unlimited power • Dictatorship – unlimited rule but take power by force • Totalitarian – government controls all aspects of people’s lives

  6. The United States is one of the oldest and successful democracies in history. Why? 1. Voting for leaders and representatives who represent their views. 2. By joining political parties to help decide who will run for elected office. 3. By joining with citizens with common concerns to persuade the government to listen to them. A count of the United States population, called a census, is taken every 10 years, as required by the United States Constitution.

  7. A Nation of Immigrants?? • First “Immigrants” – Spain 1500s – looking for gold – many go to S. America • 1600s – France and England to N. America – France into Canada; British form 13 colonies • 1600’s-1700’s – Germany, Ireland, Scotland, Norway, Sweden join 2 million other immigrants in America YES! every single person who lives here is a descendant of an ancestor who came from another country * The US is a melting pot – different races, cultures, and religions all rolled into one.
