Panchayati Quiz: Best Pract ice of Capacity Building

The Panchayati Quiz is an innovative way to create interest, awareness, and integration among ZP-JP-GP members. It helps identify the best performing panchayat team and has had a positive impact on participants' learning and application of various aspects of the panchayat system. The quiz is conducted at GP, Block, District, and State levels, with no monetary prizes but exposure visits as rewards.

  2. Objective • To create interest towards training. • To create awareness about different aspects of panchayat system in interesting way. • To integrate relationship among ZP-JP-GP. • To identify best performing panchayat team. • Easy Tool.

  4. Impact of Quiz • Sarpanch learnt and applied especially • taxation • Started entertainment, water and building • tax • Made channel for street water and kitchen shed first • Gain faith of villagers and started games

  5. Others View Learnt • standing committees working and started meetings • schemes and latest updates • Ensured service delivery due to proper information through quiz • financial procedure especially labor payment methods

  7. Process for GP members • Selection of 2 members from each GP compulsorily 1 woman • Three days training programme organised at block level • 2 days for training and book reading • 1 day for quiz • Minimum 6 rounds of questions asked: 2 for each category • Panchayat Act, Constitution and Schemes • Winner team of 2 GP persons from each block selected

Process for Block (Janpad Panchayat) members • Organised at block level for Janpad member • Three days training programme organised • 2 days for training and book reading • 1 day for quiz • Minimum 6 rounds of questions asked: -2 for each category • Panchayat Act, Constitution and Schemes • One winner JP member selected from each block

Process for ZP members • Organised at district level • Three days training programme organised • Two days for training and book reading • One day for quiz • Minimum 6 rounds of questions asked: 2 for each category • Panchayat Act, Constitution and Schemes • One winner member selected from each ZP.

  10. State level Quiz • Team of 4 from each district (2 GP members, 1 Janpad Panchayat member, 1 ZP members) • Quarter Final : Commissionary level 18 districts • Final : Winner of quarter final - Winner : Rajnandgaon • Runner : Raigarh

  12. Participants picked chits (A/Y/C) from box and announced number. Ex – A 102, Y 403, C 237 A : Act Y : Yojana C : Constitution

  13. A team of experts also constituted as panel of Judges for any conflicts at each level: preferably retired officers of Panchayat

  14. Prize • No Monetary prize • A Memento and Certificate • Exposure Visits to all at State level participants • West Bengal to winner team • Rajasthan to State level participatory team

  15. Outcome • Fair and transparent • Assessment through and by participants • Motivational and Interesting • Developed knowledge based competition among ERs • Time Bound (started in October…ended in February) • Participants found it useful for increasing knowledge where they felt weak.

Replications in SAGY • Competition among all selected village under SAGY of a state. • It may be for GP secretary, Anganwadi assistant, teachers etc. • It may be take up from state to national level through zone wise competition • Only questions have to be prepared • It will not only increase interest towards knowledge but also give valuable input into a person
