EPA Regulations engine standards Engine standard requirement Highway sector in 2007 Construction and other non-road in 2011 Locomotive and marine engine rule has been proposed Fuel and engine standards for large commercial marine diesel vessels like cruise and container ships are anticipated.

EPA Regulations When fully implemented in 2030, these regulations will annually prevent up to: 12,000 premature deaths, one million lost work days, 15,000 heart attacks and 6,000 children's asthma-related emergency room visits Combined, these stringent regulations will achieve $150 billion in health benefits But what can be done with the 11 million engines in use today?

EPAs National Clean Diesel Campaign was launched in 2005 to build on the success of its voluntary programs Clean School Bus USA Program Over $20 million granted since 2003 Smartway Transport Partnership $7 million granted since 2001 Voluntary Retrofit & Replacement Program Over $5 million granted since 2000

National Program Developments Now 7 Collaboratives Increased importance of tracking and reporting Greater interest and expectations from decision makers OTAQ (and other Regions) catching up with model rolling out national programs to match and expected to normalize to that -other regional collaborative (nationwide collaborative grant process) -allocation of funding -expectations on quality and timeing of RFP (HQ review process) -emphasis on tracking and evaluation (more reporting) -new guidance on grants and loan programs -region 5 sublead OTAQ (and other Regions) catching up with model rolling out national programs to match and expected to normalize to that -other regional collaborative (nationwide collaborative grant process) -allocation of funding -expectations on quality and timeing of RFP (HQ review process) -emphasis on tracking and evaluation (more reporting) -new guidance on grants and loan programs -region 5 sublead

    14. Speaking of resources and results, I want to turn to our Federal grant program and other incentives. With the past funding Congress has given EPA weve funded numerous projects in many sectors. In terms of port projects, weve funded early work at the Port of Long Beach, and more recently: MASSPORT ($82K, DOCs for delivery trucks and retrofits for 14 tractors and 2 reach stackers) Port of Houston Authority ($150K, Emulsified fuel and DOCs for rubber-tired gantry cranes and tractors) and Awarded another $3 million to Texas A&M which includes Port of Houston Authority pilot for SmartWay Transport idle reduction project. Port of Tacoma ($75K, DOCs for 25 straddle carriers) $100K for Clean Air Council for marine terminal operators in Philadelphia area Were very pleased to have $5 million for the National Clean Diesel Campaign. The Request for Proposals for the West Coast is now open. Proposals are due March 23rd. There will be a conference call to answer questions on February 6th at 1pm Pacific time. The transportation SAFETEA-LU puts more emphasis on retrofits as cost-effective solutions. These are available from Metropolitan Planning Organizations in nonattainment areas. (On-road applications like Drayage trucks, and now nonroad construction equipment also given new priority). Wed like to see additional demonstrations, especially for nonroad construction equipment. The Energy Policy Act of 2005 authorizes $1.5 billion over 5 years through DERA and other provisions. Congress still must appropriate these funds. West Coast Collaborative Goals Protect/Improve Public Health by: Helping to meet National Ambient Air Quality Standards (PM2.5, Ozone) Meeting air toxics goals (both federal and state/local partners) Support Energy Security and Green House Gas Reductions by: Using cleaner fuels (biodiesel, biogas/natural gas, electric ) relative to total diesel fuel Advancing regional/local production of renewable fuels supporting local agriculture and forestry sectors Utilizing SmartWay and other programs to virtually eliminate on-road, locomotive, and where appropriate, non-road HDD idling (ports, corridors, distribution locations)

Accomplishments demonstrate the effectiveness of Collaboration $12.7 million in EPA funding has leveraged over $40 million from our partners to implement 74 projects 52 Collaborative projects ($7.5 million); and 22 Clean School Bus USA projects ($5.2 million) 29 grants have been awarded for California projects, totaling $5 million the efforts already underway at the state and local levels to reduce these impacts, the formation of the Collaborative to build upon these successes and leverage additional funds and efforts collectively, and to announce a few small near-term Collaborative projects. I-5 Corridor TSE Idle Reduction Projects (Portland) Rail Idle Reduction Smartway UP/BNSF (Bakersfield) Marine/Port Initiative (Seattle) Variety of other events in CA the efforts already underway at the state and local levels to reduce these impacts, the formation of the Collaborative to build upon these successes and leverage additional funds and efforts collectively, and to announce a few small near-term Collaborative projects.
