Establishment of Ministry of Industry and Information Technology (MIIT) • MIIT was established in March 2008; • MIIT was transformed from the former Ministry of Information Industry (MII); • MIIT integrated: • the functions of the former Ministry of Information Industry and the former State Council Informatization Office; • the National Development and Reform Commission (NDRC)'s functions on industry and trade management; • the functions of the Commission of Science, Technology and Industry for National Defense except that on nuclear power management; • The State Tobacco Monopoly Administration was also merged into MIIT.

China’s Telecom Industry Restructuring In May 2008, China's telecom industry restructuring plan was officially announced, The 6 network operators were changed into 3: China Unicom's CDMA business and China Satcom’s basic telecommunication business were incorporated into China Telecom to form a new China Telecom company; China Unicom's GSM network was included into China Netcom to form a new China Unicom company; China Tietong incorporated into China Mobile to form a new China Mobile company; 4

  5. 3G license Releasing On January 7th, 2009, licenses for the third generation (3G) mobile network was officially awarded to the three network operators. China Mobile was granted license for TD-SCDMA; China Telecom was granted license for CDMA2000; China Unicom was granted license for WCDMA. 5

Main Progress of Studies on Standards (1/5) In 2008, CCSA undertook 993 standard projects 147 national standards (GB) 573 industry standards (YDT/YDC); 273 technical reports (YDB) and Research Projects; CCSA finished 363 standard projects among above mentioned : 76 national standards (GB); 241 industry standards (YDT/YDC); 46 technical reports (YDB) and Research Projects; 7

Improvement of Operational Mechanism • In order to adapt to the changing situation and to meet the needs of the industry, CCSA established a new Group: • “Satellite Communications Task Group” • In view of the vital role satellite communication has played in the course of Wenchuan earthquake relief in 2008, CCSA established “Satellite Communications Task Group” in TC5 to carry out standardization activities in the field of Satellite Communications.

  15. Members and Observers • The number of members and observers increased by 100% from 109 in 2002 to 223in 2008; • Up to the end of 2008, there are 187 members and 36 observers.

  17. International Exchange and Cooperation • CCSA actively participates in the international standardization activities in 2008. • ITU-T WTSA-08; • GSC-13; • CJK-8; • APT-15 in 2009

  18. Contributions to International Organizations In 2008, the number of contributions to ITU, 3GPP, 3GPP2 and other international and regional standards organizations increased tremendously.
