  • To upgrade and build facilities and equipments for training based on diversified investment capital

  • To reform training objectives, contents and methods

  • To promote activities of scientific research in universities

  • To expand international cooperation for effective integration

  • Decentralizing administration to specify the ministry’s management tasks and giving full autonomy to universities in management
