This paper examines the options for facilitating increased cross-border access to balancing services for TSOs within the region There are potential efficiency benefits through facilitating wider competitive procurement of balancing services by TSOs Two possible models are proposed that could facilitate wider procurement Balancing Arrangements Paper IG2-3

Current Arrangements • There are similar balancing arrangements in place on the Moyle and IFA: • Emergency Assistance • Nearly always available but is a service of last resort • Congestion Management & Balancing • Commercial service – reciprocal terms on each TSO • Pre-agreed nominal volume • Currently no primary or secondary control service

  4. Conceptual Model 1 • Model would facilitate pre-gate actions between a TSO and a reserve provider in a different control area

  5. Conceptual Model 2 • Balancing service for TSO1 delivered by TSO2 using resources in the Control Area 2
