  1. WIGOS (WMO Integrated Global Observing System) Regulatory Material Information for CIMO TT-International Cloud Atlas, Nov 2013 Russell Stringer Chair, TT WIGOS Regulatory Material WIGOS - - WMO Integrated Global Observing System

  2. Outline • The WIGOS framework • WIGOS Regulatory Material • Where the International Cloud Atlas fits • Who is contributing WIGOS - - WMO Integrated Global Observing System

  3. The WIGOS framework: WMO observing systems WIGOS provides a collective identity for all WMO observing systems, and a framework for enabling their integration, interoperability, optimized evolution and best-practice operation. (from the WIGOS Implementation Plan….) The component observing systems of WIGOS comprise: • the Global Observing System (GOS), • the observing component of the Global Atmosphere Watch (GAW), • the WMO Hydrological Observing System (including the World Hydrological Cycle Observing System (WHYCOS)) and • the observing component of the Global Cryosphere Watch (GCW), including their surface-based and space-based components. The above component systems include all WMO contributions to the co-sponsored systems, i.e., GCOS, GOOS, GTOS, as well as the WMO contributions to GFCS and GEOSS. WIGOS - - WMO Integrated Global Observing System

  4. The WIGOS framework: WIGOS Implementation Plan (WIP) • Ten Key Activity Areas: • Management of WIGOS implementation; • Collaboration with the WMO co-sponsored observing systems and international partner organizations and programmes; • Design, planning and optimized evolution; • Observing System operation and maintenance; • Quality Management; • Standardization, system interoperability and data compatibility; • The WIGOS Operational Information Resource; • Data and metadata management, delivery and archival; • Capacity development; • Communications and outreach. WIGOS - - WMO Integrated Global Observing System

  5. The WIGOS framework: Ten Key Activity Areas Management of WIGOS Implementation Collaboration with co-sponsors and partners To oversee, guide and coordinate WIGOS Data discovery, delivery & archival Design, planning and optimised evolution To ensure supply of and access to WIGOS observations To plan, implement and evolve WIGOS component systems Observing system operation & maintenance Capacity Development To facilitate and support the operation of WIGOS Communications and outreach Operational Information Resource Standards, interoperability & compatibility Quality Management WIGOS - - WMO Integrated Global Observing System

  6. WMO Technical Regulations (WMO-No. 49) Generic concept Prescriptive Regulations • Basic SARPs (definitive) • Mostly requirement-driven • Approval by Congress (in principle) • Relatively Conservative “Shall” and “Should” have specific meaning • More detailed SARPs (procedures and specifications) • Mostly technology-driven • Approval delegated to EC • Relatively Dynamic Descriptive Non-Regulations • Procedures and practices • Implementation guidance • Explanations • Examples, good practice • Flexible updates “Shall” and “Should” have ordinary meaning WIGOS - - WMO Integrated Global Observing System
