  1. NATIONAL STANDARDS OF ACCREDITATION OFEDUCATIONAL PROGRAMS IN KYRGYZSTAN Adviser to the Minister of Education and Science of Kyrgyzstan Professor, Doctor of Law, Edil Moldoev 4/05/2012

  2. The objective of national importanceis the preparation professionals in higher education, capable of innovation, the development of national industry, to ensure positive changes in the economy of Kyrgyzstan and increase its global competitiveness.

  3. As of the Law of Kyrgyz Republic "On education", adopted in 1992, it was set out and enforced in the Law of 2003 the democratic freedom to determine autonomy in matters of organization of the education institution. • The university independently determines the structure of the formation of an educational institution, educational programs, financial issues, personnel policies and educational processes. • Academic staff is given academic freedom with respect to determining the methods and means of education, choice of educational programs on the author's books. • For Students - the right choice of school, forms of education and partly determining the content of their education. • With the Introduction of new, more stringent or more complex procedures for monitoring and evaluating the quality of education.

  4. According to the law in Kyrgyzstan were identified three quality-control procedures identified in: • licensing;; • testing; • accreditation; All procedures are carried out by the State Inspection for licensing and accreditation (certification) of educational institutions under the Ministry of Education of Kyrgyz Republic (State inspection): Licensing is carried out by employees of the State Inspection with the involvement of teachers from other universities, a license for educational activity is issued. • State certification of educational programs is carried out by State inspection with the participation of university’s representatives and the board shall be submitted to the Ministry of Education, and on the results is given the right to issue diplomas.

  5. The tasks of the State Inspection are:- State and public certification (accreditation) of educational programs of higher educational institutions,- to guarantee the individual and the society of high quality preparation of professionals on an accredited educational programs,- to inform the public and interested organizations on educational programs accredited by the Kyrgyz universities.

  6. The basic principles ofState and public assessment of the quality of educational programs in higher education are:- the presence of clearly defined goals of educational programs that are consistent with the mission of the university and the demands of stakeholders,- the existence of the system for assessing learning outcomes achieved at the university,- the presence of continuous improvement of educational programs and the educational process,- the adequacy of resources, providing educational programs.

  7. The recommended list of materials requested from the institution for verification • Description of the program • The specification of the program and the modules / courses • Description of information and methodological and physical infrastructure programs, including information on the PPP; • Educational-methodical complex on the courses (subjects, modules of the program) • Examination questions and themes for written work (essays, diploma work), as well as the best and worst examples of students’ works over the past 2-3 years (for existing programs); • Report of the study (questionnaire) of employers and graduates, summarizing their attitude to the quality / effectiveness of the program.

  8.   9. The criteria for certification (accreditation) distributed among the following sections- Objectives of the program,- program content,- students,- academic staff,- preparation for professional activity,- the material and technical base,- information support,- financial support,- the graduates.

  10. The objectives of program Each educational program must have clearly defined goals that are consistent with the mission of the university and the corresponding demand of potential consumers of this program, as well as a mechanism to assess the achievement of goals and their correction.

  11. The content of program The similarity of developed professional educational programs and instructional documentation requirements of state educational standards is established.

  12. Students Applicants must have completed secondary education and an adequate level of knowledge in the natural sciences and mathematics. If students are accepted to the insufficient level of training, they must be demonstrated by a system that allows to achieve the required level of training during the study period.

  13. Academic staff The teaching staff providing a program must be presented by specialists in all fields of knowledge covered by the educational program. Teachers must have a sufficient level of skills, which can be confirmed by the following components: basic education, the breadth of additional education (training, internship), experience in the relevant industry, the ability to communicate, desire to improve programs and increase the effectiveness of training, participation in professional societies , scholarships and grants, the appropriation of titles in the field of science and technology, etc.

  14. preparation for professional work Students should be prepared for professional work throughout the study, reaching the highest level of training in the specialty of the knowledge and skills generated in coursework and projects, including necessarily economic, ethical, social, political and environmental aspects of sustainable development

  15. material and technical base • A sufficient material and technical basis for the conduct of educational activities in the declared areas and levels of training is established. This takes into account: • condition of the material-technical base of educational institutions in general and in areas of training; • condition and development of teaching and laboratory facilities, the level of its equipment.

  16. information support Information support should be adequate for the requirements of the program. The university must continually update, improve and expand the information base.Availability access to the international and national information networks.

  17. financial support • government funding; • extra budgetary funding; • income from different activities. • Financial support from the management of the university (rector, dean) should focus on the quality and continuity of educational programs. Financial support should not be below the license targets.

  18. The graduates Necessary condition for the accreditation of the program is to have at least one issue in this specialty. The university should have a system of employment, study quality and relevance of knowledge and skills that support career and professional development, continuing education and training graduates. Data obtained with this system should be used for further improvement of educational programs.
