Sentencing • Pre-trial diversion for low level offenders • Expanded eligibility for home confinement • Day reporting as a sentencing alternative • Require sentencing judge to review individual’s record for sentence reduction or termination when the individual has served one-half or 2 years, whichever is more • Reduced probation terms for drug and property offenders from 10 years to 5 years

Incentives • Limited the good conduct credit that violent and some drug offenders may earn to 7-1/2 days per month • Increased amount of time that inmates can earn off their sentences from 15 to 20% • Inmates who work more than 8 hours per day can now have the excess hours credited toward good time • Increased from 10 to 20 days per month the amount of earned time an inmate may receive for good behavior and made probationers eligible for earned time • 90 day reduction in supervised release for passing the GED test • 60 days earned time awarded to inmates for completing a program that has been shown to reduce offenders’ risk of recidivism after release • 60 days of credit to inmates who earn GED certificate, high school diploma, college degree, vocational education diploma

  5. Penalties/Sanctions • Requiring that an offender who has committed a third violation of his community supervision must be returned to confinement to complete the remainder of the sentence • Target medium to high risk offenders and set goal of 20% reduction in revocations • Place parole or probation violators for up to 6 months in community correctional center or minimum security facility instead of prison

  6. Programs and Services • Requiring drug and mental health treatment to be evidence based • Established conditional driver’s license for the purpose of employment, treatment and probation officer appointments • Require assessments of inmates to be used for placement in programs aimed at successful reentry • Added family reunification to the list of allowable training programs in prison • Established Reentry Policy Council to oversee reentry policies and programs operated by the Department of Corrections
