  3. SANCTIONS The imposition of penalties against employers who use undeclared workers is always controversial and the effectiveness of the sanctions is limited

  4. SANCTIONS European Directive 2009/52 of 19 of June for minimum standards on sanctions and measures against employers of illegally staying third-country nationals

  5. PREVENTIVE MEASURES • Awareness raising campaigns, information brochures, partnership agreements, other incentives • Legalization programs
