  2. “Oslo Guidelines” • The Use of Military and Civil Defence Assets in Disaster Relief (Updated: November 2006) • Addresses use of Military and Civil Defence Assets (MCDA) in times of peace. (Separate guidelines for conflict) • Covers resources and forces deployed and under control of UN AND • Covers OTHER resources and forces not under UN control • Primarily intended for: • UN humanitarian agencies • UN MCDA commanders (forces under UN command) • Commanders of other forces supporting humanitarian assistance • Member states and regional organizations when considering use of MCDA

Core Principles • Humanity • Particular attention to the vulnerable • Dignity and rights of all victims must be respected • Neutrality • No taking sides in political, religious, ideological controversies • Impartiality • Assistance provided without regard to ethnic origin, gender, nationality, political opinions, race, religion

  4. Broad Concepts • Affected Nation maintains overall responsibility for disaster relief • Last resort: no comparable civilian alternative • MCDA: • Requested or with the consent of the Affected State • No cost to the Affected State • Limited in limited in time and scale • Clear exit strategy • Forces should be unarmed and in national uniforms • Status of Forces issues must be addressed in bilateral / multilateral agreements • Avoid creating a dependence on military / civil defense assets

  5. MCDA Central Register • Established/maintained by OCHA • Includes 5 directories of specific disaster management assets: • SAR • MCDA • Emergency Stockpiles of Disaster Relief Items • Rosters of Disaster Management Expertise • ATDR (Advanced Technologies for Disaster Response)

MCDA Central Register • MCDA Directory: • Inclusion only means assets may be available and subject to owner’s decision • Can be made available through UN • Provided on on profit basis • MCDA assets can be requested: • through the Military and Civil Defense Unit (MCDU) of OCHA • UN Agency (WFP, WHO) • NGO • Affected Country Government
