2. 2006 Data Collection and Workshops ● SCAG works closely with Caltrans and all local jurisdictions on new data collection and the workshops ● 2006 data collection is underway ▪ Updating requests were mailed to 193 local jurisdictions in early February 2007 ▪ Submittals due by the end of March 2007 ● About 50 local staff attended the training workshop in March 2007

3. HPMS Reassessment 2010+ Why a Reassessment? • Respond to current and future business needs • Where does FHWA want to be in 2010? • Respond to new data needs in SAFETEA-LU • Capitalize on changing technology • Where possible, address resource constraints and institutional changes

4. HPMS Reassessment Timeline ● FHWA is leading the effort ● The reassessment began in early 2006 and will be completed in 2007 ● Implementation will begin in 2008 ● A GIS-based data model by June 15, 2010

New Structure of HPMS ● GIS-Based Data Model • Multi-table format • State geospatial network ● Sampling • Modify volume groups to be consistent across all functional classes • Expand upper and lower volume groups • Extend universe AADT coverage through Major Collectors ● Boundaries and Functional Classification • Create Rural Other Freeways and Expressways functional classification • Combine Rural Minor Collectors with Rural Locals functional classification • Explore dropping urban/rural bifurcation

7. Proposed New HPMS Format Sections Area-wide Summary Data Pavement Traffic Universe and Sample Data Ownership Geospatial Relationship Geometrics Operations

8. Changes in Data Items ● Nineteen or 20% of existing data items will be deleted ● Eighteen or 19% of existing data items will be changed ● 23 new data items will be added, including more safety, freight, pavement, interchanges, and capacity data

9. Data Quality and Process Improvement ● Emphasize data consistency ● Examine data needs and data standards ● Add metadata ● Revise Field Manual ● Expand training and outreach

Anticipated Benefits ● Better data quality, consistency, and accuracy ● Direct relationship between data providers and data ● Easier to submit data ● Enhanced analytical support • Section level analysis • Network level analysis ● Recognizes the independence of the various data programs, changes in one data area won’t necessarily affect the other data areas
