NWE External Paths and Limitations • NWE has three different external paths • Path 8 : Montana to Northwest • East to West Limint = 2200 MW • Limited by the pre-event voltage performance for the limiting outage of both Broadview – Garrison 500 kV line. • West to East limit = 1350 MW • Limited by voltage performance at Hamilton but now limited by thermal rating due to shut down of the paper mill. • Path 18 : Montana – Idaho • North – South Limit = 337 MW • Limited by voltage performance at Peterson Flats, Dillon Salmon. This voltage criterion is waived then the regular voltage criteria and is agreed by the owners of the path. Limited due to double outage of Bridger – 3 Mile Knoll and Bridger-Kinport 345 kV lines. • South – North = 256 MW • Limited due to the outage of Brady-Antelope 230 kV line.

NWE External Paths and Limitations • NWE has three different external paths • Path 80: Montana to Southeast • South to North: 600 MW • Limit based on the post transient voltage performance for the double Broadview – Garrison events. • North to South : 600 MW • Limited due to thermal overload on Yellowtail South nomogram

CS–BV, BV-GR Double Outages • The Acceleration Trend Relay (ATR) RAS scheme trips the Colstrip Generation based on the acceleration felt by Colstrip units due to the 500 kV outages. • Normally the ATR would trip 3 Colstrip Units (1900 MW) for the double CS-BV or BV-GR outages. ATR would trip at least 2 units (1150 MW) for this events. • Due to the Unit tripping the 500 kV lines are very lightly loaded and the voltage is raised due to this tripping.
