  5. Aim To enhance the proficiency of security staff in screening vehicle and checking cargo and documentation for delivery into the port facility

  6. Objectives • Security staff expected to check the documentation for cargo delivery as required in the PFSP. • Security staff expected to screen the cargo and vehicle according to procedures in the PFSP.

  7. Desired Outcomes • Security staff will be able to: • Apply the procedures in the Port Facility security instructions to screen vehicles entering the Port Facility • Detect suspicious items or goods in vehicles entering the Port Facility • Act on their suspicions to check such persons and vehicles thoroughly

  8. Control Team • Chief Controller: PFSO, Mr. AAA • SSO and ship’s agent should be informed • Controllers •  Driver 1 – Mr. XXX •  Driver 2 – Mr. YYY

  10. Materials • Goods screening equipment • 2 x delivery vehicle and 2 sets of stores • Empty LPG cylinders • Camera

  11. Scenario Two vehicles making deliveries to the Port Facility with consignments of ships stores will carry unauthorized and unaccounted items.

  13. Controller Tasks Driver 1: To attempt entry with ship stores, and 2 cylinders of LPG that are not listed in the Delivery Order Driver 2: To deliver a routine consignment of ships stores, but have an undeclared video camera on the dashboard of the vehicle

  14. Controller Tasks • Carry the “Letter of Identification” and tender it if harassed

  15. Communications • Telephone • Walkie-Talkie • Players – Ch YY • Controllers – Ch ZZ • Mobile phone – please exchange mobile numbers by xxxx hrs.

  17. Safety • Physical safety of personnel is paramount • There is to be no physical contact between players and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
