  3. Background • Scope • Families with Complex Needs • Drug and Alcohol Misuse programme • Access to Services programme • One of 16 areas announced in Oct 2010 • Using ‘Total Place’ thinking • Draft proposal just sent to Whitehall • Working with citizens and partners

Aims • To help families make a positive contribution • To enable more vulnerable people to be successful by: • Improved outcomes for families/less demand for public services • Earlier intervention for those at risk • Helping people/families to be more self sufficient. • Change the culture of public services • seamless/integrated services • designed with citizens and clients. • Better targeting of services

Community Budgets Timetable • Short Term Programme (Next 4 months to end of June 2011):- • Work in Melton and Hinckley to define root problems, costs, barriers, etc • Identify innovation and what works • Get agreement and test early opportunity changes • Develop outcome and performance measures

Timetable (cont) • Medium Term Programme (June 2011 to March 2012) • Families • Develop new ways of working and deliver outcomes • Examine issues around families at risk • Communities • Bring together community support • Review and change local services and targeting • Governance • Develop proposals to integrate services • Review how key groups of delivery staff deliver services • Improve information sharing
